This announcement will be used to fill multiple duty locations in Biloxi, MS and Pensacola, FL.

NOTE: The Professional Standards Board (a peer-review group) will review the selected candidate's education and experience to recommend the grade/step at which the candidate will be placed. The salary is based on the grade and step approved by the medical center director for the selected candidate.

Medical Administration Service is seeking Medical Records Technicians (Release of Information) for the Health Information Management Section (HIMS). The ROI MRTs disclose health information in accordance with all laws and regulations governing authorization and disclosure of the health information. ROI MRTs interpret and analyze laws and regulations related to the disclosure of health information. Duties and responsibilities include, but are not limited to:

Educating requesters on requirements for submitting requests and completing all requests for health information in accordance with applicable laws and regulations;

Screening each request for information to determine urgency and assures that most urgent requests are completed first using established priority systems;

Greeting Veterans/visitors and assisting them in determining the exact nature of request and whether the information requested can be released;

Applying laws, rules regulations and exclusions governing confidentiality of the medical record, including the Privacy Act, Freedom of Information Act and 38 U.S.C. 7332 governing the release of records;

Processing all incoming requests to the facility for Release of Information (ROI) along with information required by the VA Regional Office;

Operating computerized programs in order to review documentation within the electronic medical record;

Receiving and directing callers and visitors; giving out forms, and assisting visitors and/or callers with the completion of forms or documents;

Responding to questions from patients concerning services, provides advisory and technical assistance to patients, administrative staff and professional staff.

Searching records or files to compose responses, including electronic searches to retiree and summarizer hard-to-locate date.

Replying to vague, incomplete, or ambiguous inquiries by independently recognizing issues, topic or problems.

Completing and processing routine release of information to other VA and Federal Agencies and when requested, to patients and their families, insurance representatives, physicians, hospitals, and city and state health agencies;

Developing and preparing cases for release to Regional Counsel and other appropriate parties.

Performing other duties as requested by the supervisors/service.

(ROI) Developmental Level: Experience

. One year of experience equivalent to the next lower grade level or successful completion of four years of education above high school from an accredited college or university with a minimum of 24 semester hours in health information technology. Demonstrated KSAs

. In addition to the experience above, the candidate must demonstrate the following KSAs:

1. Ability to utilize health information technology and various office software products utilized in MRT (ROI) positions (e.g., the electronic health record, release of information systems, etc.);

2. Knowledge of the Joint Commission requirements and/or health record documentation guidelines; and

3. Ability to manage priorities and coordinate work in order to complete duties within required timeframes and ability to follow-up on pending issues.

GS-6 MRT Release of Information (ROI) Full Performance Level: Experience.

One year of experience equivalent to the next lower grade level. Demonstrated KSAs.

In addition to the experience above, the candidate must demonstrate the following KSAs:

1. In-depth knowledge of laws and regulations related to the authorization and disclosure of health information and ability to apply said laws and regulations related to the disclosure of health information (e.g. Privacy Act, Freedom of Information Act. Health Insurance Portability and Accountability Act (HIPAA) and 38 U.S.C. 7332):

2. Ability to manage priorities and coordinate work in order to complete duties in an accurate and timely fashion;

3. Ability to follow up on pending issues in order to meet required response times; and

4. Ability research and solve difficult questions related to release of health information in an accurate and timely manner
