The Defense Contract Management Agency serves as the independent eyes and ears of the Department of Defense (DoD) and its partners, delivering actionable acquisition insight from the factory floor to the front line around the world. We are an independent combat support agency within the DoD. We are the Department's contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements.

The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13.

Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

Responsibilities

Serves as Supervisor of a Quality Assurance team within a DCMA Contract Management Office(CMO). Responsible for planning, coordinating, facilitating, managing and leading the activities of quality assurance personnel who are engaged in performance based surveillance of the contractor's manufacturing and quality assurance processes and systems using a performance oriented QA plan as related to the quality assurance and manufacturing fields.

Implements continuous process improvement techniques to provide surveillance over a Government contractor to assure full compliance with all contract requirements.

Reviews and approves the work plans of subordinates; sets and adjusts priorities in conjunction with outside influences; assigns work to subordinates based on unique processes, process families, workload, geographic area, etc., to assure a balance of assigned workload; approves leave and certifies time and attendance; evaluates work performance of subordinates; provides advice, counsel and instructions to employees on work and administrative matters; interviews/selects candidates for positions on the team; hears and resolves complaints from employees; approves disciplinary actions ranging from warnings to reprimands and recommends actions in more serious cases; identifies training needs; develops work standards and identifies ways to improve production or increase the quality of work.

Corrects unsafe or unhealthful working conditions, investigates mishaps and takes other actions necessary to ensure safety and health of the Product Assurance Group employees.

Accountable for internal records of transactions, which are properly accomplished and properly authorized and recorded, and that they permit the preparation of sound and reliable financial and/or inventory reports.

This is a Defense Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III within 24 months of entrance on duty.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

One-year supervisory probationary period may be required.

Two year trial/probationary period may be required.

May require overtime work.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02)or equivalent. Specialized experience is defined as experience leading and/or providing technical advice and assistance to a group of professional employees responsible for the oversight and implementation of contractor's manufacturing and quality assurance processes and systems that have direct impact on the quality of products and/or services provided.

Education can not be substituted for experience.
