This position is located under the Field Operations Programs-Special Operations Division-Critical Incident Management Branch, located in Washington, DC.

The Critical Incident Management Branch (CIMB) coordinates ATF’s preparation and readiness for critical incidents, major/complex investigations, and significant tactical operations. CIMB manages the Special Response Team Program (SRT), the Critical Incident Management Teams, the Tactical K-9 Program, the Medic Program, the Crisis Negotiations Program, the Division Tactical Advisor/Firearms Instructor Coordinator Program, and the Peer Responder Program.

The incumbent must be a current or former member of the Special Response Team (SRT) full-time or part-time. If prior SRT member, must have left the program in good-standing. Per ATF O 3560.1C, it is required that any former member applying must not have been away from the SRT Program for longer than three years.

The incumbent manages a staff of professional employees who provide operational and training support in administering the Bureau's tactical enforcement programs. Conducts long and short range planning and develops overall objectives, goals, resource requirements and milestones for all aspects of the Branch programs, including Special Response Teams (SRT) activities and the field divisions' other tactical enforcement needs and concerns. Serves as key advisor to management on Branch matters and the chief spokesperson for the program both within and outside the Bureau. Performs the full range of supervision over a staff of professionals and support employees. Assigns projects, reviews work for technical competence and adherence to the law, regulations, and policy, and evaluates performance. Directs the Branch staff in reviewing, monitoring and evaluating tactical enforcement operations and procedures. Plans, directs and oversees the conduct of surveys and studies regarding the program's progress to ensure efficiency and economy of operations. Assesses the effectiveness of the Branch programs and confers with management on options, alternatives, and in the formulation and execution of future programs and initiatives. Directs the expenditure of funds dedicated to tactical response programs, including those reimbursable to the military and to travel costs. Responsible for the Branch budget planning process. Responsible for establishing and maintaining liaison activities with the U.S. military establishment to coordinate military resources available to the Bureau. Also coordinates with other law enforcement agencies on joint activities involving Branch programs. Responsible for coordinating with the Technical Operations Branch regarding the evaluation, acquisition and distribution of tactical equipment. Furnishes technical advisory services to field Special Agents in Charge in order to ensure consistency and appropriateness in the use of SRT resources. May direct and or coordinate significant enforcement operations activities. On-site assistance may be required of the incumbent or subordinate personnel. Additional duties include responsibility for operating an aggressive safety program. This program includes training subordinates in safe practices; accident and fire prevention; encouraging good safety attitudes; identifying potential hazards involved in the actual job or work place; and ensuring prompt reporting of accidents, injuries and illnesses and their causes.

To meet the specialized experience requirements, you must demonstrate that you possess appropriate experience in, or have shown the potential to develop, the qualities of successful leadership such as: Judgment and Problem Solving; Plan, Organize and Prioritize; Lead Others; Relate to Others; General Investigative Knowledge; Knowledge of Relevant Laws, Regulations, and Policies; measured during ATF’s EPAS.

This vacancy is in conjunction with the Special Agent Career Plan ATF O 2311.4B, dated and effective February 24, 2015. As such, provisions of paragraph 11 apply as follows:

11. PROMOTION TO GS-1811-14. GS-1811-13 special agents interested in progressing to the 14 level are eligible to apply after meeting the below requirements by the closing date of the vacancy announcement:

A. A minimum of 6 years’ service with ATF as a special agent.

B. A minimum of 3 years as a GS-1811-13 criminal investigator in a field enforcement group assigned to the non-specialized position, PD# 0SP220, or to the Certified Fire Investigator (CFI) position, PD#094159. NOTE: In the case of special agents who moved into a specialized position before completing the required 3 years, an exemption must be requested, based any of the following circumstances:

1) For those special agents who completed their journeyman at the GS-12 level, i.e., had to compete for the GS-13 level, and do not meet the criteria in b. above, must obtain a management exemption memorandum addressed to the Chief, Human Resources Operations Division, signed by the Special Agent In Charge and approved by the Deputy Assistant Director. The memorandum must include your career history which will be verified by Human Resources Operations Division.

2) For those special agents whose SAC deemed it mission critical to reassign an agent to a specialty position prior to their completion of three years at the journey level as noted in b. above, must obtain a management exemption memorandum addressed to the Chief, Human Resources Operations Division, signed by the Special Agent In Charge and approved by the Deputy Assistant Director. The memorandum must include your career history which will be verified by Human Resources Operations Division.
