The Supervisory Environmental Protection Specialist oversees environmental/historic compliance projects that involve significant provisions and complexity for the Texas Recovery Office. This position starts at a salary of $99,632 (IC-13).

EMERGENCY ASSIGNMENT:

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

Responsibilities

You will serve as the Deputy Environmental Liaison Officer for the Texas Recovery Office. You will be responsible for the implementation of applicable federal environmental/historic laws, including the National Environmental Policy Act (NEPA), the Endangered Species Act, Clean Water Act, the National Historic Preservation Act, and Executive Orders (EO) 11988, 11990, and 12898, as they pertain to the Texas Recovery Office.

Typical assignments include:

Providing public outreach to the State and sub grantees for projects related to the environmental/historic compliance;

Identifying the appropriate resources either within FEMA, through technical assistance contracts, or other means, and managing and supervising those resources;

Negotiating environmental/historic preservation agreement documents and consulting with other Federal agencies;

Developing legally binding and defensible compliance actions, negotiating streamline review procedures, and consultation documentation.
