The selectee for this position will serve as a General Business and Industry Specialist in the Cost Department of NAVAIRWARCENAC DIV.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

Responsibilities

At the Full Performance Level, the successful selectee will perform the following duties:

Builds and maintains good relationships and interfaces with the customer and team members, and serves as a customer point of contact for Integrated Master/Government Schedule (IMS/IGS) development efforts.

Analyzes and interprets high level, broadly stated, DOD and SECNAV directives and instructions, and determines their proper application within schedule development.

Utilizes DOD and program specific source documents (i.e. SOW, IMP, WBS, OBS) and information gathered from program teams to develop an IMS/IGS.

Establishes a baseline schedule that reflects project critical path, and monitors and reports variances to the baseline to program leadership.

Establishes and maintains rhythms for schedule development and maintenance in accordance with Cost Department Best Practices.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Qualifying experience must demonstrate the following: 1) Utilizing Earned Value Management (EVM) to measure and analyze project progress; 2) Developing schedules; and 3) Preparing schedule analysis to determine areas of risk and potential impact to program completion.

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
