The **MEMBERS ONLY**SIGN UP NOW***. Maryland Aviation Administration (MDOT MAA) is currently accepting applications for Noise Abatement Manager (Administrator V), within the Office of Environmental Services at Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport).
The Noise Abatement Manager is responsible for the development, management, administration and implementation of MDOT MAA's comprehensive Noise Compatibility Program for BWI Marshall and Martin State Airports. This position assures that MDOT MAA is in compliance with all applicable laws, orders, statues and regulations pertaining to airport noise and land use compatibility.
The Noise Abatement Manager serves as a liaison with the general public and local government offices on airport noise abatement and land use compatibility issues. Responsibilities of this position include: Communication with the general public and elected officials regarding noise abatement practices as necessary; Daily oversight of the Noise Hotline, including noise complaint tracking, responding and reporting; Daily oversight and management of the noise and operations monitoring system; Oversight of the preparation of quarterly noise reports and portable noise monitoring reports, as well as specialized noise studies as necessary; Consultation with the general public, pilots and FAA Air Traffic Control regarding noise abatement procedures;    Management of the preparation and review of the Airport Noise Compatibility Planning (14 CFR Part 150) and Airport Noise Zone Update studies; and Support of ongoing and planned noise abatement programs, including coordination with the DC Metroplex BWI Community Roundtable and the Residential Sound Insulation Program.
This position is located at Baltimore Washington International Thurgood Marshall Airport in Anne Arundel County, Maryland. 

  A Bachelor's degree from an accredited college or university in the field of Aviation Management, Environmental Science, Engineering, Business Administration, Urban Planning, Environmental Policy, Public Administration or a closely related field.

  Six years of experience in administrative or professional work. This experience must have involved contract management or administration, and/or project management responsibility, of which at least two years is at a supervisory level or higher.

The ideal candidate will have progressively increasing responsibilities in airport or transportation  noise abatement issues, including experience with airport or transportation noise mitigating activities, noise monitoring systems, noise related activity analysis, noise complaint management, and public engagement.


1.  Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2.  Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

3.  Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
