The primary purpose of this position is to Act as liaison to Personnel and Training offices for research and analysis studies related to military and civilians in the areas of manpower, personnel, Acquisition Professional Development Program, and/or special projects. Other duties include:

Responsibilities
Assist in the development of detailed plans and assist in conducting comprehensive studies to identify problems and propose solutions to improve productivity and efficiency.
Manage and administer the 412th Communications Squadron (CS) Unit Deployment and Training Program; provide information, technical guidance and assistance to the commander.
Prepare special and periodic status reports and briefings for the Commander/Deputy.
Compile Data for Special Projects and higher headquarters directed special studies.
Conduct research of historical files and analyze existing data; track projects, determine possible use of data of other unspecified purposes; and develop process improvements.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required.
QUALIFICATIONS FOR NH-0343-02: Applicants must possess three years of general experience, one year that was equivalent to at least the next lower pay band (NH-01), grade level (GS-04) or equivalent under other pay systems. Equivalent experience may be at the lowest level of the applicable pay band; work may be qualifying as long as it provides evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. General Experience is described as experience demonstrating the ability to 1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) plan and organize work; and 3) communicate effectively orally and in writing.
OR EDUCATION SUBSTITUTION: Successfully completed education 4-year course of study leading to a bachelor's degree, above high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education has been obtained in an accredited business, secretarial or technical school, junior college, college or university.
COMBINING EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of all aspects of the principles, policies, concepts, methodology, operations, products, services, needs, and goals of the program(s) and the organizations studied or served.
2. Ability to work independently on difficult issues, recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
3. Ability to research, analyze, interpret and apply policies, rules, regulations, and procedures.
4. Knowledge of priorities, commitments, policies, and program goals of the organization and skill in tracking progress in meeting program objectives and the effective utilization of resources.
5. Knowledge of directives governing readiness programs, to include in-depth knowledge of military policies, procedures, rules, guidelines, and publications.

The service member's military service dates are necessary in order to determine whether he or she meets the definition of veteran under 5 U.S.C. 2108(1). The certification must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The certification must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid certification of service with their initial application will be found not eligible. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.

Air Force Materiel Command (AFMC) traces its heritage to 1917 at McCook Field, a World War I-era, experimental engineering facility in Dayton, Ohio. With the creation of the U.S. Air Service in 1918, the organization became known as the Engineering Division and was expanded to include responsibility for the Air Corps' logistics system. It was redesignated the Air Corps Materiel Division in 1926.
