This position is located in the Office of the Chief Communications Officer (OCCO), United States Patent and Trademark Office (USPTO), Alexandria, Virginia. The OCCO is responsible for all aspects of the agency's public affairs and communication outreach activities. The office responds to all press inquiries; writes, edits, and distributes the USPTO Weekly employee newsletter; provides photographic coverage of agency activities, ceremonies, and events; maintains a photo archive; teams with the National Inventors Hall of Fame in the management and promotion of the National Inventors Hall of Fame and Museum and works closely with the National Inventors Hall of Fame on a number of educational outreach and inventor recognition programs; and, in partnership with the Web Executive Board and Web Advisory Council, manages the USPTO website.

Responsibilities

This position is located in the Office of the Chief Communications Officer (OCCO), United States Patent and Trademark Office (USPTO). The individual selected for this Public Affairs Specialist position will develops, promotes and implements informational programs for the agency employees and the general public. Duties typically performed include the following:

- Researches and develops informational materials and products including but not limited to signs, brochures, audio/video recordings, web-based platforms, and intranet sites to keep internal and external audiences informed on USPTO programs, policies, and procedures.

- Determines effectiveness of different materials/products and incorporates lessons learned into future communication plans and strategies.

- Works with others in OCCO and across the agency to improve the reach and effectiveness of existing informational materials and products .

- Works closely with representatives and leaders from other offices to develop themes, messages, and communications plans and strategies.

- Assists in devising and executing internal-only employee focused communications plans, to support programs and activities such as the Combined Federal Campaign, Community Day, People/Sirota Surveys, and the annual Employee Viewpoint Survey.

- Works with managers, employees, and other forums to ensure that audiences are receiving the information they need; develops and manages feedback mechanisms (e.g. town-hall-style forums, surveys, etc.) to ensure that USPTO information is two-way; and advises supervisor and staff as to internal information needs and appropriate means of dissemination.

- Researches, writes, and edits a wide variety of materials (blogs, speeches, scripts, talking points, etc.) for distribution and presentation to internal and/or external audiences

- Serves as writer and editor of announcements and publications such as mass emails, USPTO Weekly Extras and articles, and communications developed by other business units, such Inventors Eye.

- Writes, edits, and obtains clearances for blogs.

- Performs other duties as assigned.

Specialized Experience

:is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes:

Skill Set 1

- Experience in developing new informational materials and products for a mid- to large-sized organization to keep employees informed about programs, policies, procedures, and other news of potential importance to them.

Skill Set 2

- Experience in working closely with representatives and leaders from other offices in a mid- to large-sized organization) to develop themes, messages, and communication plans and strategies for new/redesigned products, websites, information campaigns, programs, policies, and procedures.

Skill Set 3

- Experience in writing and editing communications such as broadcast emails, speeches, blogs, newsletters, audio/video scripts, and other messages to increase the visibility of an organization's programs and leadership to employees.

Skill Set 4

- Experience in managing action and task calendars for multiple projects simultaneously to track progress on activities, identify deficiencies early, and to improve project execution.
