The Auditor-Controller seeks applicants able to perform professional accounting and financial analysis of the County's fiscal operations for County-wide programs and systems; interpret and apply legal requirements and policies; and provide advice, consultation, and professional support on fiscal, accounting, and budgetary procedures. The two vacant positions are responsible for cost allocation/accounting, and general accounting/financial reporting.
The Auditor-Controller is an elected official who provides the County of Monterey with financial leadership and expert advice on a wide range of fiscal matters, and advocates financial integrity and accountability in all County business practices. The department consists of five divisions: Administration, Systems, General Accounting, Internal Audit, and Disbursements (Accounts Payable, Payroll, and Property Tax).

THE IDEAL CANDIDATE
Will have a proven track record demonstrating knowledge of: Principles and methods of public finance administration, particularly in the areas of accounting operations, auditing, budget and management; cost accounting, financial reporting, financial analysis, general accounting, and business and personnel accounting.
Accounting and auditing principles and practices used in public finance, including third-party reimbursement principles, policies and procedures.
Governmental accounting, principles and operational practices.
Principles and practices of supervision.
Related computer technology systems, hardware, and applicable software application and operations.
The successful applicant will also have the ability to :
Prepare financial schedules, analysis, documentation, and a variety of complex accounting and financial reports that may include: various fund/accounts reconciliations, Cash reconciliation, Long-term debt and leave obligation worksheets, Capital Asset and Depreciation worksheets; Pension and other post employment benefit obligation worksheets, Gann limit, County Annual Report for the State controller's Office, etc.
Provides advice, assistance, and training to County departments and external agencies regarding financial accounting and reporting, the Countywide cost allocation plan, year-end closing procedures, preparation of financial documents and reporting, accounting processes and compliance requirements, and/or systems operations.
Performs a variety of complex accounting, auditing and financial analysis, operations, issue resolutions, and monitoring.
Supervise professional and/or technical accounting staff.
Communicate effectively both orally and in writing, and follow written and oral instructions.
Establish and maintain effective working relationships, and provide excellent customer service.
