The employee may be required to drive a Government vehicle to perform work and travel by commercial transportation to attend meetings. Employee may occasionally be required to inspect construction work sites and facilities. Work Environment: Work is performed primarily in an office setting. The work area is adequately lighted, heated and ventilated. Occasionally may need to visit field sites and work under field conditions. Responsibilities The incumbent for this position performs a full range of purchasing and award functions. Acquires the fullest range possible of services, supply and construction subject to simplified purchasing limitations within delegated authority. Negotiates and awards purchases that involve complexities not normally applicable to simplified purchasing, e.g., professional service contracts which consider results and not price alone for contract award. Utilizes modified negotiation procedures. Holds discussions with contractors, negotiates terms and conditions for Government best value acquisitions. Reviews all small purchase requests for supplies, services and construction. Determines methods of solicitation, sources of supply (required and open market), and methods of purchase. Develops price and delivery schedules to be incorporated into requests for quotations and resultant contracts. Answers inquiries from contractors prior to award, concerning requests for quotations (RFQ) issued by the office, and writing amendments to solicitations for clarifying or changing requirements as needed. Determines if contractors are responsible. Negotiates with quoters in the competitive range to obtain prices and conditions for best value to the Government. Coordinates with professionals in the organization to develop contract where award is based on factors other than price alone. Selects successful contractor, prepares all required documentation and makes contract award. Develops terms and conditions of service, supply and construction contracts, many of which have clauses and provisions for standards of performance\/acceptability. Develops standards of performance with the assistance of the subject matter specialist. Determines when purchase order needs to be changed to a bilateral purchase order to protect the government's interests. Negotiates and awards bilateral purchase orders. Administers all purchase orders and simplified acquisitions which require extensive monitoring and oversight. Monitors progress and status of contracts, and protects the Government's rights by enforcing all terms and conditions. Evaluates contractor claims for price and\/or schedule adjustments. Determines whether claims are valid and prepares appeal files for the use of the Government in presenting its case to the Interior Board of Contract Appeals. Negotiates terminations for convenience of the Government, as necessary. Negotiates contract changes based on changes or new technical and operational requirements. Coordinates technical monitoring and oversight of professional services contracts. Enforces provisions of the Service Contract Act as required by law. Prepares statement of facts relating to mistakes in quotes and protests before and after award, and makes final decisions concerning award, corrective actions and disputes.
