The Markets Group at the Federal Reserve Bank of New York is responsible for the implementation of monetary and foreign exchange policy, providing payments and custody services to foreign central banks, and auctioning and issuing Treasury debt as the fiscal agent for the U.S. Treasury.
The Markets Group Project Management Office (PMO) is a function created for the specific purpose of supporting the Group’s project development and management activities. The mission of the PMO is to develop, implement, and maintain a consistent approach to validating, prioritizing, and managing projects.
The Markets PMO is seeking a Senior Project Manager to provide leadership to current and planned projects within the Markets Group. As a Senior Project Manager you will be accountable for running large complex software development and business projects which are strategically important for the group and the overall US financial system. You will have an exciting opportunity to lead teams in the delivery of projects that support the US financial system. To be successfully in the position you need to have a deep understanding of multiple project methodologies, their supporting artifacts, have the ability to communicate with all levels at the Bank both technical and business and drive the resolution of project issues.
Principal duties and responsibilities
Develops and manages all facets of project’s planning and implementation to Bank standards including, but not limited to: project schedule/milestones, documentation of scope and requirements, budget, resource requirements, project communications, and issue escalation;
Provides comprehensive project management leadership by liaising with business stakeholders, technology support, and senior management to ensure that a project achieves the defined business requirements;
Performs analysis of schedule and collaborates with stakeholder groups to ensure that appropriate resources (human, physical and financial) are allocated to the project to ensure successful and timely completion.
Provides leadership to the project team and technology service providers in identifying and managing the risks and issues associated with the project and developing and executing appropriate mitigation plans;
Conducts status reviews with the business area and technology teams. Identifies variances and initiates corrective action to stay on target;
Assists with the development of cost/benefit statistics for feasibility studies when required;
The successful candidate will possess the following skills and abilities:
Master’s degree in business or IT related field and at least 7 years of work experience in project management, business analysis or application development
Extensive understanding / experience with the Software Development Life Cycle (SDLC) and experience managing projects utilizing, both Waterfall and Agile Development methodologies
Extensive Risk Management Plan development and administration
Strong knowledge of Project Management scheduling processes and tools
Experience developing and managing project budget
Experience in the negotiation and management of external vendor contracts, as well as the development and administration of Service Level Agreements / Understandings with internal service providers
Excellent interpersonal and negotiation/influence skills
Excellent communication skills - both written and verbal Strong customer service/customer relations orientation
Excellent analytical and problem-solving skills
Project Management Professional (PMP) certification is a plus
Program Management experience is a plus
Proficient in Microsoft Office suite of applications (Project, PowerPoint, Word, Excel, SharePoint)
