Employees Serviced by DLA: Civilian federal employees who receive human resources servicing through the Defense Logistics Agency do NOT need to submit supporting documentation if applying through merit promotion. Serve as the Assistant Store Director, responsible for all store administration functions, fully sharing the overall management, direction and control of the commissary.

Analyze a variety of management reports to determine efficiency of operations and to recommend or implement changes.

Develop budget estimates and monitors program obligations and expense targets.

Act as store sanitation coordinator; establish controls for prevention of pilferage and ensure that sanitation, safety and security precautions are observed.

Responsible for all personnel functions within the commissary, such as staffing, recruitment and the development of performance standards. Promote DeCA goals and objectives of the EEO and Affirmative Action Program.

Represent the commissary at a variety of commander's meetings, such as the Commissary Advisory Council and Base Civil Engineering meetings.

Monitor surveys, customer service training, and customer's suggestions and ideas.

, applicants must possess one year of specialized experience equivalent to the GS-09 grade level OR possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of education and experience by the closing date of this announcement.

Specialized Experience: Experience that demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices. Examples of qualifying specialized experience include: Managing a commissary store, supermarket, or similar type of commercial retail food store. Managing a department in a retail food store. Planning, standardizing, or controlling operations in an assigned group of retail food stores. Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store. Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations.

In addition to meeting the qualifications outlined above, you must also meet the following requirements:

Time-in-Grade: Current or previous federal employees must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-09 (or equivalent) level to be eligible for the position by the closing date of the announcement.

Time after competitive appointment: Candidates applying under merit promotion must have completed three months of civilian service after a competitive appointment by the closing date of the announcement. (5 CFR 330.501)

Volunteer Experience: Your Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To be creditable, education must be in a major field such as business administration, public administration, agricultural economics (food industry management), or other fields related to the position. The education must have equipped the applicant with the knowledge and ability to perform the work of the position. This would be evidenced by on-the-job training in food retail management or an internship or practicum in food retail management.
