Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

Headquarters, United States Military Entrance Processing Command (HQ USMEPCOM), is a jointly staffed command staffed by representatives of all branches of the Armed Forces. The Command, through its 65 Military Entrance Processing Stations (MEPS), determines whether applicants are qualified for enlistment based on standards set by each of the services. Two geographic sectors provide intermediate management in operating the MEPS. The Eastern Sector Headquarters and Western Sector Headquarters are co-located with the Command Headquarters. Located in North Chicago, IL, near Waukegan, 1/2 hour from Wisconsin border, about 1 hour North of Chicago.

This position will be filled on a permanent basis.

Relocation expenses MAY be authorized, subject to the provisions of the Joint Travel Regulations and agency determination that moving expenses are in the Federal Government's best interest.

Responsibilities

As a Financial Manager, GS-0505-14, you will:

Oversee full range of first-level supervisory functions (i.e., Assign work in consideration of mission factors and the capabilities and developmental needs of employees; guides work in progress; counsels employees; resolves technical and administrative problems; and adjusts priorities, assignments, and processes when needed).

Exercise final authority for the full range of personnel actions and organization design proposals recommended by subordinate supervisors.

Execute programming, budgeting and accounting a variety of funds (e.g.,OMA, RDTE, DHP, OPA, CNP and Reimbursable funds); procuring equipment and supplies; analyzing business practices; executing budgetary and payroll management programs.

Meet day-to-day and long-range planning to ensure optimum efficiency and economy in utilization of Command resources.

Build a business template and develop a strategy to work and deal more effectively with outside agencies in a more business-like manner.

Determine goals and objectives that need additional emphasis; determine the best approach or solution for resolving budget shortages; and plan for long range staffing needs, including such matters as whether to contract out work.

Review and assess impact of changes in policy guidance on USMEPCOM mission.

Defend the Command's financial management programs to Higher Headquarters.

Other Requirements: Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement:

A Bachelor's degree, or higher, in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: you must provide a copy of your transcripts in your application package.)

OR

At least 4 years of experience in accounting or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. (Note: You must attach a copy of your transcripts.) Your background must include one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality, which may include up to 6 hours of business law; or a certificate as Certified Public Accountant or a Certified Internal Auditor, which was obtained through written examination (Note: You must indicate receipt in your application package or provide a copy of the certification.); or completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. SPECIALIZED EXPERIENCE:

At least one of year specialized experience at the GS-13 grade level or equivalent in the Federal service. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, including: Reviewing and providing information on ramifications of new and/or changes to policies/procedures; Developing budget strategies for a large organization; Determining solutions to budget shortages; Defending resources for financial programs; Recommending solutions to problems that have significant impact on financial management program operations; Leading and/or supervising employees engaged in financial management and program analysis. This specialized experience is typical of work performed at the next lower, GS-13, grade level or equivalent.
