About the Position:

THIS IS AN OBLIGATED POSITION.

Position may be filled by temporary promotion or temporary reassignment NTE 13 Months, if a current permanent Army employee. Temporary promotion/reassignment may be extended up to a maximum of 5 years, and may be made permanent without further competition.

Position may be filled by term appointment NTE 13 months, if not a current permanent Army employee. Term appointment may be extended up to a maximum of six years.

This is a Term position NTE 13 Months. This position is located with US Army Central G4 Mobility Operation Section, Shaw AFB, SC. Shaw Air Force Base is located just outside Sumter, SC, which is 46 miles east of Columbia, SC; approximately 259 miles east of Atlanta, Georgia (I-20); 119 miles northeast of Augusta, Georgia (I-20); 101 miles northwest of Charleston, South Carolina (I-26), and 111 miles south of Charlotte, North Carolina (I-77). Shaw Air Force Base is an easy drive to Atlanta, Augusta, Savannah, Charleston, Charlotte, the beaches along the Atlantic Ocean, and the mountains. It is also close to NASCAR auto racing, an abundance of outdoor activities for individuals and families.

Responsibilities

As a senior-level USARCENT Transportation Specialist, incumbent manages and reviews multiple movements in support of military operations and training exercises, Time-Phased- Force-Deployment-Data (TPFDD) documents simultaneously while working within the USARCENT G4 Mobility Division.

Provides transportation and traffic management technical advice guidance, direction and input for the worldwide movement of Army units (active and reserve) in support of contingency plans, joint maneuvers, exercises and other operational commitments.

Participates in the review and coordination transportation management actions pertaining to use of JOPES, SMS, Transportation Coordinator Automated Information Management System, Global Command Control Communications system (GCCS), Integrated Computerized Deployment System (ICODES), Intra-Theater Airlift Request System (ITARS), Army Intermodal and Distribution Platform Management Office AID-PMO, Cargo Movement Operations System (CMOS) and developing systems.

Develops implements and updates a training program for newly assigned personnel.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing transportation and traffic management technical advice guidance, direction and input for worldwide movement of units; monitoring airfield statuses, and Inter Theater airlift operations; participating in the planning, programming, and coordination of the documentation, analysis, evaluation, and dissemination of transportation intelligence concerning transportation systems, facilities, and operations for use in combined, Joint, and Army war planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 ).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This is a time limited position and may be extended up to 6 years. Current DA employee's selected for temporary promotion may be made permanent without further competition. Other selectees may be eligible for noncompetitive conversion to a Career-Conditional Appointment or Career Appointment under Merit Promotion procedures and in accordance with Section 9902(b(2) of title 5, USC. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent or any other noncompetitive appointment authority.

Interagency Career Transition Assistance Program (ICTAP). If you are a Federal employee in the competitive service and your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority.
