Summary

This position is located in the Department of Labor, Office of Administrative Law Judges (OALJ) located in the Division of Information Resources.

The mission and function of the division is to include the implementation of Information Technology Systems, services and activities for the OALJ nationwide and planning and development of information technology (IT) policies and procedures.

- This position is at the full performance level GS-13.

- This position is inside the bargaining unit.

Responsibilities

Plan and directs the activities of the development team engaged in wide variety of activities including analysis, design, installation, implementation, post implementation analysis, system performance and tuning, and contingency planning.

Reviews applications, applies vendor provided patches and fixes, researches security issues and takes all necessary action to expeditiously notify and support appropriate Departmental authorities in the event of a security breach.

Participate in the design and development of online and instructor-led training materials for end-users and interact IT Staff. Conducts training related to the various OALJ Case Management Tracking applications.

Analyzes and resolves technical issues received by the OALJ Help Desk. Participates in the design and development of online and instructor-led training material for end-users and internal IT Staff.

Applies a wide range of qualitative and quantitative methods along with analytical skills to assess and improve program effectiveness, complex management processes, projects and systems. Reviews specific goals and objectives, monitors the sequence and timing of key program events and milestones, and evaluates overall program accomplishment and significant contributions in terms of agency goals.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

Specialized experienced is defined as experience involving scripting, web services, application or web development languages such as Microsoft Visual Studio.NET 2013, Visual Fox Pro 9.0, and SQL Server 2012R2; designing database architectures for applications and creating interconnections between databases; developing complex Microsoft web applications utilizing Visual Studio.Net; performing production maintenance and upgrade activities; administering and maintaining Microsoft operating systems; and developing and testing web applications.

Education

Substitution of education for experience is not qualifying for the GS-13 level.
