Summary

The incumbent serves as a Lead Building Design Specialist in the Office of Management, Facilities Management and Operations Division, Centralized Services Branch, Building Services Section. FMOD provides Bureau-wide facilities support services, including leasing, space planning, property management, safety and health, printing and graphics, scanning and copying, fleet management, energy and environmental.

Responsibilities

As a Lead Building Design Specialist, you will:

Plan and coordinate the accomplishment of building alterations, renovations, office moves and relocations, and building repairs considering numerous design parameters to include project goals and priorities, operational requirements, organizational structure and relationships.

Analyze the flow of work at the systems level throughout Fiscal Service operations.

Consider the functional adjacencies and overall mission of the office, and present/recommend options to managers, directors, and higher level management officials.

Utilize computer-aided design technology to develop original design and prepare associated sketches, drawings, design analysis, specifications and similar design data in support of assigned projects.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

Individual Occupational Requirements:

- Education: Undergraduate and Graduate Education: Major study; interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination, OR

- Experience: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as:

Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment.

Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings.

Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.

Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.

Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.

AND

Specialized experience: For the GS-13: Specialized Experience is defined as one year of experience at the GS-12 level or equivalent in the public or private sectors, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience for this position is experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs. The Specialized Experience required for this position includes the following:

- Computer aided drafting (AutoCAD) to prepare scaled drawings for required design intent documents; AND

- Coordinating and designing total interior finish schemes and materials; AND

- Project and construction management for core/shell and tenant improvement projects.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12level for 52 weeks.
