The United States Marshals Service is the nation's oldest and most versatile federal law enforcement agency. The missions of the Service include protection of the judiciary, court security, witness security, asset seizure and forfeiture, apprehension of fugitives, prisoner transportation and custody.

USMS DISTRICT OFFICES / LEXINGTON, KY

Incumbent serves as a Property Management Specialist responsible for the management of assets seized and forfeited under the Asset Forfeiture Program. The Asset Forfeiture Program involved the seizure, management, and disposal of forfeited properties and assets from illegal drug trafficking, racketeering, and other organized criminal activities.

Responsibilities

Duties include but are not limited to the following: Provides technical advice, guidance, and assistance on the appraisal, transportation, storage, repair, maintenance, management, and disposal of seized and forfeited assets

Works with and coordinates with the Asset Forfeiture Program national contractor for the sale of real property

Assists with seizures; prepares seizure packages; takes custody of assets

Serves as the Contracting Officer's Technical Representative (COTR) for the vehicle storage and other asset forfeiture related contracts

Determines legal ramifications and financial aspects of cases and prepares policy Authorization Reviews (PARs)

Analyzes procedural/administrative issues in seized property management and disposal

Provides advice and assistance on Asset Forfeiture issues to personnel form USMS districts

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

GS-11

Specialized Experience: Must have one year of full-time (12-months) specialized work experience equivalent to the GS-09 grade level in the Federal performing duties related to: Reviewing property management records to ensure they are accurate, current and maintained in accordance with organizational directives;

Conducting analyses and/or research on cost effectiveness of management and disposal strategies;

Conducting audits/examinations of property management records and financial accounts in order to ensure compliance with organizational policies and procedures; AND

Informing management of property management findings, issues or problems.

Education: Must possess a PhD. or equivalent doctoral degree or three full years of progressively higher level graduate education (54 semester hours) of progressively higher level graduate education leading to such a degree in business, accounting, finance, or other closely related field. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full- time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. (Must submit a copy of your transcripts for verification)

Combination: Must have an appropriate combination of successfully completed graduate level education and experience. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess two full years (36 hours) may be used to qualify. (Must submit a copy of your transcripts for verification)

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.

1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. This includes applicants who have not previously held, or currently hold this position and grade with the same promotion potential as announced for this announcement. You must submit an SF-50 that shows competitive service eligibility to be considered.

2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge to be considered.
