Essential Job Functions
The individual performing this work must have a working knowledge of livestock and be familiar and accepting of the working conditions found at most facilities where livestock are housed. The following responsibilities are assigned to the Environmental Health Specialist II in the Vector Management Program:
Performs specialized environmental health field inspections and investigations of vector related issues, and inspects and licenses animal keeper premises with the intent to achieve compliance with environmental health laws and standards in the areas of vector management, vector borne disease surveillance, and the detection of arthropods of public health significance.
Acts as lead on special surveys with the intent of identifying applicable livestock facilities for the intent of licensing and initiating a routine inspection.
Coordinates with Los Angeles County Veterinary Health and participates in emergency task force activities as they relate to animal keeping facilities that require the involvement of an individual with experience identifying violations as identified in Title 8 and Title 11 of the Los Angeles County Public Health Code.
Works under the direction of the Vector-borne Disease Surveillance Unit during emergencies associated with identified plague epizootics. Maintains respirator fit certification under the direction of Environmental Hygiene.
Participates in vector suppression activities including working in the City of Los Angeles downtown area, providing suppression services through contracts and providing technical support and consultation to Environmental Health staff and other agencies, and conducts suppression activities through contract, grants, fee for service, departmental service orders and special projects.
Attends required training for the necessary continuing education credits to maintain the California Vector Control Technician Certification as unlimited status and as a Registered Environmental Health Specialist.
Assists in the Vector Management training for new Environmental Health staff on arthropod detection, identification, prevention and control measures as they relate to housing, general sanitation, vector control and vector-borne diseases.
Serves as an expert witness in court cases, responds to letters and council-manic complaints, and meets with personnel from other governmental agencies, private industry, and citizens groups.
Provides public information by assisting in the development of pamphlets, bulletins, and other publications, and may present lectures and training for new Environmental Health Specialists, at seminars and workshops regarding vector control and rodent borne diseases of public health significance.
May perform other duties assigned by supervision or designee.
Requirements
Must currently be a permanent Los Angeles County employee who holds the payroll title of Environmental Health Specialist II.
