Responsibilities

The Deputy Assistant Administrator (DAA), Office of Training & Development (OTD) reports to the Assistant Administrator (AA), Office of Training & Development and serves as his/her principal advisor on matters relating to operational, developmental, and technical and industry training programs affecting all TSA employees and stakeholders who receive or benefit from TSA's training activities. The DAA provides key policy advice and guidance on broad technical and leadership, training, as well as state, and local canine programs, in order to meet the overall mission, vision, goals and objectives of TSA and DHS. Duties include:

Serving as primary point of contact and executive advisor to the AA as well as to the TSA Administrator and Deputy Administrator on broad training programs and initiatives to meet current and future training requirements.

Directing broad policy analyses and risk management assessments to monitor and assess emerging and crisis-related risks involving agency-wide training activities.

Providing executive oversight and leadership for subordinate organizational components, assuring consistency and coordination of policies and programs needed to accomplish TSA's mission.

Representing TSA in partnership meetings with the Federal Law Enforcement Training Center (FLETC), Lackland Air Base and other training institutions

Managing and internally approving organizational changes and exercising discretionary authority to approve the allocation, priority and distribution of funds from OTD's annual budget.

Overseeing and providing direction to the OTD Headquarters staff.

Maintaining a strategic perspective of current training programs and incorporating new and innovative training practices into the training packages offered to the TSA workforce.

Creating a learning culture and lifestyle.

Providing direct management oversight for nationwide technical training functions including the following programs:

TSO Basic, TSS-E, and Inspector Training, Behavior Training, Recurrent and Refresher Training for TSOs and new Technology training.

Leadership training at all levels within the organization

New hire and refresher Federal Air Marshal (FAMS) Training

Evaluating through informal networks, on-line performance tools, observations and various other assessment tools the conduct and effectiveness of training.

Providing broad oversight to the TSA Training Academy, a Center of Excellence, and associated geographically dispersed Training Centers.

Providing broad guidance in the development of training standards and classroom execution methods.

Determining, planning, and overseeing state and local canine procurement and technical training.

Working in close coordination with the Office of Law Enforcement to ensure training resources are available when required for FAMS training.

Occasional travel - Position requires occasional travel.
