Responsibilities

As a Staff Accountant at the GS-0510-14 some of your typical work assignments may include:

-Serves as a staff accountant responsible for leading teams to perform financial internal controls testing, develop innovative corrective action plans and help improve DTRA's audit readiness.

-Provides advice on the implementation of new or modified processes or procedures related to accounting programs, systems, function, policies, and various controversial problems and/or issues.

-Maintains direct contact with senior officials in DoD and its Components ensuring constant familiarity with finance and accounting policies and programs.

-Negotiates necessary changes to DoD and external policies and regulations impacting DoD financial management policies through meetings and conferences.

-Promotes and facilitates improvements to financial management processes, systems and organizations.

-Interprets Public Laws and other applicable Federal government manuals and directives to determine intent and requirements.

-Provides technical interpretation of accounting policies, principles, and procedures employed by DTRA including their relationship to highly technical financial and other requirements, Department of Defense Financial Management Regulation (DoDFMR), Federal Accounting Standards Advisory Board (FASAB) standards, etc.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe.Only experience and education obtained by the closing date of this announcement will be considered.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications

You may qualify at the GS-GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

-Experience with accounting practices sufficient to make decisions or recommendations significantly, changing, interpreting or developing important account policies or programs, and to solve a variety of accounting problems.

-Performing auditable financial improvement for audit readiness activities.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0510 series.

Basic Requirements

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was

supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting

means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.)

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience,

college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of

the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that

does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance

level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least

two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting

and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with

successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24

semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
