About the Position:

The United States Army Medical Research and Materiel Command (USAMRMC) is a major subordinate command of the United States Army Medical Command, who has the responsibility for the Department of Defense (DoD) Biological Select Agent and Toxins (BSAT) Biosafety and Biosecurity Programs. This exciting new mission is to provide oversight and governance over DoD laboratories to ensure the long-term safety and security of BSAT programs across DoD; to harmonize biosafety protocols and procedures across DoD BSAT laboratories; and to provide oversight to the technical review of DoD BSAT standards, protocols and procedures.

The U.S. Army Medical Research and Materiel Command (USAMRMC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-05 payband is equivalent to above the GS-15 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

Responsibilities

Serve as the Biological Select Agent and Toxins (BSAT) Bio-risk Program Office Director

Establish, assess, execute, and ensure strategic partnerships between (Department of Defense) DoD's BSAT (Research, Development, Test, & Evaluation) RDT&E programs (DoD, services, facilities) and also the federal enterprise.

Identify requirements and provide oversight for harmonizing biosafety and biosecurity protocols and procedures across DoD RDT&E

Develop DoD's BSAT RDT&E policies, authorities, and agreements with respect to the services, federal agencies, industry, and academia

Receive, review, and act upon inspection reports within and outside of DoD

Serve as the Bio-risk Manager responsible for (1) Integrating disciplines of biosafety and biosecurity to be complete and complementary programs (2) all bio-risk management functions for which the entity is responsible pursuant to regulation (3) Bio-risk management planning, coordination, and oversight; and (4) Liaison with DoD and other Federal Agencies regarding bio-risk management of BSAT RDT&E

Develop, plan, coordinate, and oversee all aspects of bio-risk management vital to BSAT RDT&E programs

Utilize knowledge of microbiology and familiarity with other disciplines such as principles of emergency management, principles of biosafety, risk management, and biosecurity policy, procedures, techniques, equipment, and methods

Evaluate DoD biosecurity programs on-site and through reports, both DoD and (Center for Disease Control) CDC/APHIS

Ensure proactive measures are instituted to prevent re-occurrence of deficiencies and BSAT-related incidents

Participate in interagency regulatory meetings for BSAT

Engage with high level senior leaders to advise on BSAT Biosafety and Biosecurity

Advocate for BSAT biosafety and biosecurity programs on national and international levels

Provide written guidance (regulations, policies, standard operating procedures, etc.) on BSAT biosafety and biosecurity procedures and requirements

Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Direct deposit of pay is required.

This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A pre-employment and recurring comprehensive background investigation that includes, but is not limited to, contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required

This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

This position may require the employee to be occasionally on-call.

Business travel is required 25% of the time.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for BSAT Director:

A. Degree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.

OR

B. Combination of education and experience: courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes (1) Experience identifying regulatory safety compliance requirements for biological select agents and toxins (BSAT); programs (2) Experience developing and implementing biosafety and biosecurity guidance, regulations, policies, and/or standard operating procedures (3) Experience establishing, coordinating, and maintaining strategic partnerships for medical research programs (4) Experience integrating disciplines of biosafety and biosecurity

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DB-04/GS-15).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
