About the Position:

This Program Officer (Acquisition) position is located in the Program Executive Office PEO C3T, at Aberdeen Proving Grounds.

PEO C3T, headquartered at APG, MD develops network-centric C3T systems for the digitized Army and fields Joint C3T systems to provide an integrated information system of systems seamlessly linking every sensor, shooter, commander and support to create a common view of the battlefield. http://peoc3t.army.mil/c3t/who-we-are.php

Acquisition Statement: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS-14 Step 1 to the highest equivalent GS-15 step 10 in the broadband. PEO C3T uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set within a range from $114,590 to $148,967 including locality.

Because of the partnership with Corvias Military Housing, Department of Army civilian employees now have an option to rent family housing and enjoy the benefits of living on-post at Aberdeen Proving Ground, MD. There are various floor plans available. Selection is on a first-come first-served basis. Responsibilities

Coordinate and develop procedures relating to financial management, acquisition, implementation, distribution, and logistical support for the hardware, software, supplies, and services required by the project.

Plan, conduct and/or direct highly complex reviews and initiate reports which are provided to higher headquarters and other commands with recommendations on the best courses of action.

Evaluate financial resources in light of the technological capabilities available in the commercial marketplace.

Ensure review and rewrite or develop regulatory documentation specifically for the project, and recommend appropriate actions to obtain the approval.

Project major project milestones and events necessary to complete the strategic implementation of the acquisition project.

Coordinate logistic and technical support for deployed systems.

This is an Army Acquisition Technology Workforce position. The incumbent must possess or obtain a Level III certification in Acquisition Career Field of Program Management within 24 months of appointment to this position.

Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

This position requires business travel to other duty locations approximately 25% of the time.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as: 1) Manage contractors with responsibilities for developing, testing, fielding and gathering user feedback for network or SATCOM systems; 2) Oversee Technical evaluations, invoicing, source selection, performance evaluation and/or preparation of Performance Work Statements (PWS) in support assigned acquisition programs; 3) Coordinating logistics and technical support for deployed systems; 4) Conduct program management activities for non-Program of Record or an acquisition program in a designated Acquisition Milestone per the Defense Acquisition System. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
