Summary

These positions are temporary, have a Not-to-Exceed date and will be filled for up to 6 months. The appointment may also end early due to lack of work or funds.

These positions are located within the Tongass National Forest and are responsible for providing visitors with information, education and interpretive services for a national monument, historical site, etc. that is administered by the Forest Service.

Some positions will have varying work schedules. Some positions may have irregular and protracted hours of work. Tours of duty include full-time or less than full-time and will involve working weekends or irregular work hours.

The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.

Responsibilities

The employee performs a variety of tasks that utilize established visitor management practices, processes, methods, and procedures that include the following assignments and responsibilities:

1) Develops and presents a variety of interpretive programs including orientation talks, conducted walks, and demonstrations to a variety of general public audiences or school groups.

2) Initiates or assists with development or revision of interpretive materials, such as brochures, guidebooks, handouts, and exhibits.

3) Operates a variety of audiovisual and other equipment used in connection with interpretive programs.

4) Prepares and conducts on-and-off site environmental education programs for a variety of audiences. Initiates or assists with the creation or revision of environmental education materials. Assists in conducting teacher training and orientation programs.

5) Inventories and maintains stock of environmental education materials, equipment, and supplies.

6) Provides orientation, interpretive, and regulatory information relating to site specific regulations, hunting and fishing programs, and other visitor activities.

7) Assists with maintaining working relationships with partnership organizations by attending a variety of events and functions, giving informative talks, and asking for assistance that benefits all parties involved.

8) Communicates effectively with visitors and staff by writing or through interpretive activities that aid in implementing the visitor center’s outreach program.

9) Drafts a variety of written materials that include news releases, articles, correspondence, and event flyers designed to increase understanding of the Forest Service Mission, encourage attendance at or assistance with a special event, explain the practices, goals and objectives of the visitor center, and/or related issues.

10) Assists with issuing special permits for wildlife/natural resource dependent recreational activities or other appropriate and compatible special events or activities.

NOTE: As a field going position working in brown or black bear habitat, this position is required to be firearm certified for personal and/or crew safety. Executive Order 12564 requires employees designated to carry a firearm to be subject to random drug testing. This position will be subject to random drug testing and will be placed in the applicant testing pool.

ADDITIONAL REQUIREMENTS:

Must be 18 years of age.

DRUG TESTING: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996.

The ability to obtain and maintain weapons certification is a condition of employment in this position as the incumbent will be required to carry a firearm. To maintain employment in this position the incumbent must receive a negative pre-certification drug test result, pass a minimum background investigation, pass firearm classroom training, pass the shooting proficiency test and be enrolled in the random drug testing pool while employed in this position.

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this positon. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the appropriate experience requirements.

GS-05 (1) One year of specialized experience equivalent to the GS-04 level.

Specialized experience is defined as: Technical, administrative, fish and wildlife management, recreation management, or other park-related work. Examples of qualifying specialized experience include, but are not limited to, the following: Park guide or tour leader. Archeological or historical preservation research work. Recreation or conservation area. Management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations. –OR

Successful completion of 4-year course of study above high school leading to a bachelor’s degree with 24 semester hours of related course work. (Major study-natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled) -OR

A combination of education and experience listed above.

LAUTENBERG AMENDMENT: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition {Title18, U.S.C., Section 922(g)(9)}. A “misdemeanor crime of domestic violence” is generally defined under the statute, as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim’s current or former domestic partner, parent or guardian. The term “convicted,” as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned, or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Candidates who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information proved by candidates is criminally punishable by fine or imprisonment, [Title 18, U.S.C., Section 1001].
