Summary

Incumbents serve as expert consultants to VISN 7 and Medical Center management and staff, applying the full range of position classification and position management principles, concepts, practices, and techniques. Primary duties also include, but are not limited to:

Providing advice on highly complex and controversial position classification and position management issues

Providing recommendations to management on establishing efficient, cost effective organizational structures that support desired grade levels and facilitate career development

Interpreting and adapting position classification and position management principles, practices, and criteria for application to specific issues

Exercising considerable judgment in making fine distinctions in applying classification standards and other guidelines

Analyzing, evaluating, and classifying position descriptions

Writing comprehensive evaluation reports of findings and conclusions that clearly explain classification rationale

Providing technical guidance, advice, and information to managers, supervisors, employees, and/or their representatives on classification policies, procedures, and guidelines

Work Schedule:

Monday - Friday, 8:30 am - 5:00 pm. Alternative work schedules and tours of duty may be available.

Responsibilities

Classifies complex, rare, or unusual jobs, and prepares necessary documentation, in the General Schedule (GS) classification job grading system. Provides in-depth position classification and position management support to the agency's human resource offices which service positions in professional, scientific, research, development, administrative, technical and other fields. Conducts on-site or telephonic audits for difficult cases, prepares comprehensive written evaluation statements, and processes all relevant documentation. Provides HR, managers and employees with information and interpretations of the organization's HR Classification policies, procedures and guidelines, when the issues addressed require substantial interpretation, or when there is potential for controversy or the issue involves more than one area of HR policy. Ensures all applicable documentation is obtained for classification purposes. Determines the state of regulatory compliance, classification accuracy, and other classification program requirements. Reviews new or proposed HR policies, procedures and guidelines and makes recommendations to management on the need for changes in existing policies. Develops recommendations for changes or new organization policies and procedures. Analyzes the impact, feasibility, practicality, and effectiveness of existing, new, and/or proposed HR guides and regulations, programs or operations in meeting established goals and objectives.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2018.

Time-In-Grade Requirement

: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

* Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience classifying new and proposed changes to wage grade and general schedule positions in the federal government. Providing the full range of advisory services to management and employees on position management and classification issues, assessing and advising management on the impact of proposed reorganizations and recommending alternative position management structures; applying considerable judgment and a thorough understanding of classification principles and concepts to interpret and adapt classification standards and other sources of information to determine the correct pay category, occupational series, title, and grade level; preparing written evaluation reports; explaining findings to management and employees in controversial situations impacting multiple organizations, conducting desk audits, and preparing advisory opinion on the classification of positions.

You will be rated on the following Competencies for this position:

* Knowledge of classification laws, regulations, Executive orders, courts decisions, and issues related to the Federal position classification program.

* Ability to interpret classification standards and other HR policies and make sound judgments based on interpretation of applicable rules and regulations.

* Ability to communicate, both orally and writing to present findings and make recommendations.

* Knowledge of position management as it applies to position allocations, job series, and classification requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary with some standing, walking, and carrying of light items such as documents, notebooks, and binders. Occasional visits to VISN-wide sites.

Education

There is no educational substitution at this grade level.
