The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN), Rocky Mountain Network (VISN 19), Office of Director.

The Veteran Experience Officer (VEO) reports to the Deputy Network Director. The VEO has responsibility over operational and administrative functions of Patient Experience which includes the Patient Advocate Program. Patient Satisfaction Program and Veteran and Family Centered Care (VFCC) program and significant components of employee experience and engagement.

Work Schedule:

Monday-Friday 8:00am-4:30pm.

Responsibilities

Develops, advises, and articulates the VISN's patient-centered vision, values, and goals and integrates them with the vision and goals of VHA and VISN 19.

Serves and advises, as a technical and expert advisor to the executive leadership team, service chiefs and other key leadership within VISN 19 on patient-centered care.

Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives.

Oversees the operations and administration functions of the VISN Veterans Experience Program.

Oversees and coordinates patient-centered care initiatives throughout the clinical, educational and administrative spheres of VISN 19 operations.

Directly manages, oversees and monitors the implementation of selected, high priority patient-centered care projects.

Provides oversight and management of the Veteran and Family Advisory Council (VFAC), VFCC, Patient Satisfaction and Patient Advocacy programs and coordinates with other key staff and patient-committees/programs to assure that all initiatives and efforts are integrated into VISN 19 strategic plan and is sustained over time.

Analyzes and evaluates the efficiency of existing clinical and administrative systems VISN wide in satisfying the non-clinical service needs of patients and staff.

Manages patient-centered educational and employee development activities.

Serves as a liaison with national, regional and external organizations/representatives to contribute to VHA, VA, and VISN 19 patient-centered care initiatives.As such, incumbent participates in numerous public speaking engagements, meetings and public relations events.

Establishes and maintains a good relationship with various civic and professional groups, service organizations, accrediting agencies, volunteer groups and community at large, as well as individual contacts with patients, visitors and individuals in the community.

Works with Public Affairs and executive leadership team to promote patient-centered programs and initiatives to staff and services within the health care system.

Collaborates with VISN 19 Director, Leadership Teams, VISN program managers, staff, and patient stakeholders in all areas/services to ensure their priorities and interests are represented in patient-centered care initiatives.

Time-In-Grade Requirement

: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Selective Placement Factor

You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Experience serving and advising, as a technical and expert advisor to the executive leadership team, patient advocacy, data oversight and management, tracking and trending of statistical data, program and administration management, employee educational development. Specialized experience must be equivalent to the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

The work is primarily sedentary, although some slight physical effort may be required. Incumbent will provide presentations and training to employees and other stakeholders and should be able to stand for various periods of time.

Receiving Service Credit or Earning Annual (Vacation) Leave

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
