The position is located within the Chief Financial Officer (CFO) organization. The incumbent of this position serves as the Supervisory Financial Analyst/Branch Chief which has the responsibility for managing, planning, implementing, monitoring, evaluating, and operating the financial management functions that support the administrative and programmatic segments of the Forest Service through actions such as document processing; analysis; reconciliation; reporting of multiple administrative and other financial-related transactions; audit liaison activities, implementation of General Accounting office (GAO/OIG) Office of Inspector General audit recommendations; financial policy/procedure development and implementation; and supporting other functions of the CFO.

Prepares policies, procedures, and guidelines for administrative accounting functions used by program staff and technical personnel; devises new methods and criteria to identify trends and patterns, modifies systems to accept new kinds of data, and prepares a variety of regular and special-purpose reports. Formulating and communicating a variety of major financial management policies, practices, techniques, and procedures that guide financial work throughout the agency headquarters and subordinate management levels and organizations; identifying formal agency-level policies and procedures. Advises management on changes to function/program work flow practices or procedures, better internal controls, redesign of reports or faster consolidation of data, and how to reduce costs or improve operations; preparing, or overseeing the preparation and coordination of annual financial statements required by the CFO Act, ensuring that the financial statements meet prescribed standards (e.g., form, content, etc.); providing staff direction and guidance in the design, development, and implementation of automated systems required to comply with new accounting standards and the accompanying reporting requirements. Participates actively as a member of Departmental teams to ensure that agency unique accounting requirements are considered, testing systems changes to ensure that they do not compromise reporting requirements; evaluating proposals to integrate the accounting system with interfacing administrative supported and functional information systems; and/or analyzing operations, financial systems, periodic and special reports and systems edits to develop information on trends, anomalies, or problems, and develops solutions. Providing authoritative policy interpretations and functional recommendations in the implementation of new legislative and regulatory requirements; developing systems and procedures for organization-wide implementation of laws, standards, regulations, and policies.
Occasional travel - 1 or 2 times a year for training and/or conferences.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

: To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors.
