This position is located in a Decennial Operations Branch (DOB) at the National Processing Center and may be located in Jeffersonville, IN or Phoenix, AZ. As Chief of a DOB, incumbent plans, directs, organizes and provides overall management of the questionnaire processing, imaging/entry operations, key from image, check-out, and administrative operations related to the processing of the Decennial Census. Tour of Duty
: Monday through Friday, 8:00 a.m. to 4:30 p.m. Alternate Work Schedule is not available.
Relocation entitlements may be authorized at both sites.

A one-year probationary period may be required.
This is a supervisory position. Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop the qualities of successful supervision. Selectees will be required to serve a supervisory/managerial probationary period.

The individual selected for this position will:
Plan and initiate requests to obtain facilities, staff and other resources necessary to provide for quantity and quality results consistent with objectives;
Plan and develop preliminary budget forecasts and justifications related to the programs of the Data Capture Center for incorporation into the overall Division budget;
Make or direct special analyses, presentations, or evaluations of the impact of the variety of program/project functions on program plans;
Propose alternatives to provide for planning within controls or limitations on budgetary and management phases;
Direct the scheduling of work in the processing sections, ensure work progresses as planned, and arrange for adjustments to work sequencing and/or materials to accommodate unanticipated changes;
Through subordinate section chiefs, direct the work force of approximately 500 employees in specialist and clerical positions involved in the processing activities related to the Decennial Census;
In conjunction with the Assistant Division Chief (Decennial), direct and monitor the planning, development and implementation of different automated systems within the area, requiring knowledge of networks, microcomputers, mini-computers, mainframe interaction, and general maintenance, operational and installation knowledge.

In addition to specialized experience you must meet the time in grade requirement. Current Federal civilian employees must have held a position at the grade 12 for at least 52 weeks in the Federal Service for promotion to the grade 13, and at the grade 13 for promotion to the grade 14. Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority or a reinstatement eligible which do not require time-in-grade/band.
You qualify at the grade 13 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 12 to meet the qualification requirements in the Federal Service. Examples include supervising or managing others in a large scale data capture operation.
You qualify at the grade 14 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 13 to meet the qualification requirements in the Federal Service. Examples include planning and organizing processing efforts for large-scale censuses or surveys; and supervising, budgeting, managing, and implementing process activities for a large-scale processing or data collection for a Census (Agriculture, Economic, Decennial, etc.) or a large survey program.
Education cannot be substituted for experience at this grade level.
