Implements programs and provides administrative responsibility and authority in support of the installation Health Promotion Program (HPP) objectives.

Plans, organizes, and directs the activities of the installation Health Promotion Program ensuring that work performed complies with all relevant instructions, policies and inspection criteria, as well as meeting HP objectives.

Must have a minimum of a Bachelor?s degree from an accredited institution in Health Education, Community Health Education, Public Health, Health Promotion/Adult Fitness, or related field. A Master?s degree is desired

Three years progressively responsible experience, to include supervisory experience, in community Health Promotion planning and programming is desired. Present or previous Air Force Health Promotion experience is desirable

Required to complete Air Force Health Promotion Orientation Workshop and obtain certification in Health Education from the National Commission for Health Education Credentialing (NCHEC) within 12 months of appointment

Certification in the Health Education for the National Commission for Health Education Credentialing (NECHEC) must be obtained and maintained within 12 months of being hired and is highly critical to the successful completion of the work

Required to attend a civilian personnel management course

Annual Basic Life Support (BLS) certification is required

Required to maintain continuing education requirements for certification currency

Work may occasionally require travel away from the normal duty station on military or commercial aircraft

The work may require the employee to drive a motor vehicle. A valid driver?s license may be required

Qualifications

DEGREE: a minimum of a Bachelor's degree from an accredited institution in Health Education, Community Health Education, Public Health, Health Promotion/Adult Fitness, or related field.

WITH

SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent. Specialized experience must include: professional knowledge of a broad range of health care principles, practices, and procedures and specialized training in order to plan, organize, direct, and evaluate a comprehensive health promotion program for health, physical fitness, and wellness; interpret and adapt general health, safety, and medical requirements in administering the health promotion program; knowledge to plan, administer, and evaluate a variety of health, fitness, and wellness education classes; ability to advise, counsel, and make recommendations to management officials concerning medical, health, and administrative aspects of the health promotion program.

OR,

EDUCATION: 3 full years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education must have been obtained in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR,

COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the program planning process and evidence-based methods for assessing individual and community population needs and planning, implementing and evaluating health promotion strategies, interventions, and programs.

Professional knowledge of health promotion/education theories, principles, practices, evidence-based guidelines, and procedures necessary to provide and document effective health promotion education.

Knowledge of regulatory and compliance standards (such as Unit Compliance Inspections, Joint Commission/Accreditation Association for Ambulatory Health Care, Health Services Inspection); quality/process improvement principles and processes; safety, security, and EEO regulations, practices, and procedures; and resource and budget management processes.

Skill to assess health promotion needs for the base population using sound epidemiological principals, health promotion education, and behavior change theories.

Ability to plan, organize, and direct the functions of the staff as well as mentor, motivate and appraise professional staff of an organization.

Ability to manage/develop databases, perform data analysis, and develop presentations using current information technology and computers and effectively communicate results orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. The certification must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation.
