Summary The Supervisory Pharmacy Technician works independently under either the Inpatient Pharmacy or Outpatient Pharmacy Supervisor, or designee. The incumbent is responsible for assisting in providing and coordinating complete pharmaceutical care activities in the Inpatient and Outpatient Pharmacies in agreement with the mission, vision, and goals of the Martinsburg VAMC. The employee will act on a broad delegation of authority in order to manage and organize activities of inpatient and outpatient pharmacy technicians including: planning, organizing and reviewing work, resolving personnel matters, and dealing effectively and professionally with employees and union representatives in regards to employee-management concerns. This position also plans, sets priorities, assigns and schedules all non-pharmacist work in the unit to support the overall function of the Inpatient and Outpatient Pharmacies. Although responsible for both areas while on duty, the incumbent will be assigned as supervisor over either the inpatient or outpatient technicians for the purpose supervision\/administration as below. Duties Develop the work schedule, plan and grant leave, and rotate duties of the inpatient and outpatient technician staff. Project overtime requirements based on workload and staffing. Assures that personnel are scheduled in such a way as to provide consistency of coverage and to accommodate planned leave and promote employee morale. Assess workload volume throughout the day, identify backlogs, and make staffing adjustments as needed to meet organizational goals. Assigns daily tasks to pharmacy technicians and reviews their work through spot checks, audits and observations for appropriateness, timeliness and accuracy. Coordinate day-to-day maintenance and operation of inpatient and outpatient pharmacy area equipment and automation. Oversee the narcotic vaults and other specialty areas as required and assigned. Assist with the development of performance standards that are realistic, challenging, and supporting the organizational mission, vision, and goals. Responsible for ensuring all employees meet performance standards and competencies. Identify areas for improvement as needed. Assists the Supervisory Pharmacists in interviewing and selecting new employees and candidates for promotion and\/or reassignment. Makes recommendations for performance awards and other forms of recognition for pharmacy technician staff. Review on annual basis each subordinate's competencies and complete performance evaluations for subordinates. Ensure any deficiencies are properly noted and training\/re-training is scheduled in a timely manner. Performs counseling and disciplinary actions based upon technician conduct under the supervision of the Pharmacist Supervisor and with guidance from Employee Labor Relations. Works to achieve goals and objectives of service, EEO goals and performance goals. Deals effectively with employees and union representatives on employee suggestions, complaints, grievances and other matters involved in day to day administration of labor-management agreements. Revise performance standards when indicated. Conduct technician meetings to assure proper updates of departmental and hospital communications. Extensive knowledge of human resource management policies and procedures. Assists with the training, orientation, and re-training of employees to pharmacy service and ensure appropriate documentation. Address any identified deficiencies. Will perform any duties of a GS-6 or GS-7 pharmacy technician when the needs of the service require. Prepare various management reports as delegated (i.e. high cost drug, wait times, phone reports, controlled substance reports, etc?). Assists with Pharmacy compliance with Joint Commission, USP 797, 800, and future chapters as needed, and any other surveying organization standards. Develop and implement necessary administrative audits such as waiting time audits and work flow analysis. Assist in the development and revision of policies and procedures, and participate in departmental goal planning and quality improvement activities. Develops and implements procedure guidelines for technician duties. Encourage pharmacy technicians to report actual and\/or potential medication errors or adverse events, and participate in quality improvement initiatives to promote patient safety.
