This is a full-time classified position. The position is responsible for administering Veteran Education Benefit programs for veterans and eligible dependents; including reconciliation. Process financial aid applications and providing students and public with financial aid information; including determining financial aid award packages. This position reports to Director of Financial Aid and Veterans Services.

Veteran Support Services and Outreach
Serve as primary contact for veteran and eligible dependents to provide advice, information and interpretation of policies and procedures related to VA Educational Benefits, in person, on the telephone, and by e-mail. Act on behalf of the college as the primary School Certifying Official meeting all requirements of the Department of Veterans Affairs. Provide extensive benefit counseling and advice to students and analyze any complex problems, give probable outcomes and solutions or recommend alternative courses of action to complete their applications for VA benefits, college admissions, and financial aid. Provide service to Seattle Central's satellite campuses and attend off campus outreach events.
Ensure all students allowable tuition and fee charges are properly billed to the Department of Veterans Affairs for students receiving Chpt. 33 Post 9-11 GI Bill benefits, in accordance with established VA regulations. Reconcile the receipt of all funds and confirm they are posted to student accounts. Resolve any overpayments, Treasury Offset payments (TOP), and coordinate all refunds to the VA Debt Management Division. Notify ineligible students of their responsibility to pay all tuition and fee charges and ensure student account is referred for billing and collection action. Coordinate billing and student refunds with the district accounting office and act as liaison for third party administrators, counselors, and students for billing and receivables.
Data Integrity and Program Compliance
Programmatic responsibility for VA Educational Benefits to include; interpret, advise and implement institutional policies and procedure related to the program; prepare and maintain administrative business reports. Review student enrollment activity to ensure courses are applicable to the program of study. Provide information regarding schedule adjustments and tuition/fee charge changes to the VA in a timely manner using VA-ONCE. Report all academic probation, academic dismissal and graduation information as required in VA-ONCE and submit quarterly reports to Director. Compose necessary correspondence to students related to file status, course applicability to degree requires, and the policies and procedures of Seattle Central College and the VA. Ensure that all new programs, certificate and degree programs, and changes in them are submitted to the VA Educational Liaison for approval.
Financial Aid Processing
Interpret state and federal policies and procedures Assist with disbursement of financial aid funds and award notification Review and award financial aid packages; including, determining Academic Satisfactory progress Access NSLDS, COD, EDExpress and other software programs as needed and Perform EDE processing Assist with answering the financial aid phones and counter service as needed Perform multiple tasks with frequent interruptions and have a strong organizational aptitude
Assist with other tasks as assigned; including, providing back up for financial aid programs as needed
Supervision of VA Work-Study Students
Create job descriptions for VA approval and campus posting. Review applicants, interview applicants and complete training for student employees. Assign projects and tasks, review for completion and accuracy. Provide ongoing feedback and supervision regarding work.
Required Education, Experience & Abilities
Associate's Degree OR any combination of relevant education, training and experience that indicates successful performance of the essential functions of the position. Five or more years' experience with veteran educational benefits or services in higher education. Ability to interpret detailed information, trouble shoot and problem solve academic and systems issues. Excellent verbal, listening and written communication and customer service skills. Demonstrated experience with working effectively with persons from diverse backgrounds, such as racial, ethnic, religious, gender, sexual orientation, socio-economic, and diverse physical and learning disabilities. Demonstrated ability to manage and prioritize tasks; complete high volume workloads and work independently. Knowledge and experience with funds management and funds reconciliation.
