Summary

About the Position:

The Power Reliability Enhancement Program (PREP) promotes electrical and mechanical engineering methods and construction techniques to ensure availability and reliability of electric power and mechanical cooling utility systems that support critical missions. PREP engineers identify and resolve electrical and mechanical engineering issues and deficiencies associated with C4ISR facilities and the Defense Critical Infrastructure Program. This position provides support, coordination, design input, and analysis for planning new projects and providing site assistance to existing critical facilities. The position offers a combination of office and field work opportunities in support of the mission.

PREP is located on Fort Belvoir, Virginia just south of Washington DC. Parking is free and there are eating establishments within a short driving distance of the office. PREP offices are modernized, spacious and equipped with the latest technology.

This position is a TERM position with an initial tour of five years; It is temporary and may be extended up to a maximum of six years.

This position MAY be subsequently be non-competitively converted to a career-conditional or career appointment.

Responsibilities

PREP engineers are subject matter experts in reliability. Effectively use the office tools and techniques including being proficient in various drafting and modeling software to conduct quantitative, mathematical analyses.

Serve simultaneously as a member of another team with assigned tasks that are completed in accordance with assigned schedules. Team members are expected to help out other engineers as needed, provide mentoring and coaching as needed.

Overall planning, management, control, coordination and execution of assigned projects to perform studies. Special studies are team efforts and will be managed with respect to scope, schedule and cost.

Reliability/availability studies, short circuit relay coordination studies, assessments of the condition of utilities systems, and analysis of the performance of utility systems

PREP engineers, regardless of education and experience, will work on both electric power and mechanical cooling systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications Electrical Engineer

1. Select the one statement that best describes the education that you possess that demonstrates your ability to perform the work of Electrical Engineer at the GS-14 grade level or equivalent pay band in the Federal Service.

A. I have a bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Note: You must attach a copy of your transcripts.)

B. I have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I am currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (Note: You must attach a copy of your transcripts.)

C. I have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. (Note: You must attach a copy of your transcripts.)

D. I have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. (Note: You must attach a copy of your transcripts.)

E. I have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) (Note: You must attach a copy of your transcripts.)

F. My education and/or experience is not reflected in the above statement.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience in the five (5) criteria listed: (1) Performing electrical power distribution analysIs, evaluations, and planning in large fixed facilities. (2) Advising on technical matters related to Reliability Enhancement in power generation, switchgear, tie breakers and transformers. (3) Leading projects in electrical, mechanical, and structural engineering aspects of facilities improvement in existing critical facilities .(4) Evaluating large scale utilities/buildings for threats, failure modes, and potential for equipment improvement; and (5) Creating single line drawings that depict complex electric power distributions systems.

You will be evaluated on the basis of your level of competency in the following areas:
