THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for an ORDNANCE EQUIPMENT WORKER, Position Description Number D1435000 and is part of the PENNSYLVANIA NATIONAL GUARD, National Guard.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard.

AREA OF CONSIDERATION:

Category 2: Qualified, currently employed technicians of the Pennsylvania National Guard. (Army and/or Air)

Category 5: Individuals with Prior Service or No Prior Service who are willing to become members of the Pennsylvania National Guard.

Responsibilities

As an ORDNANCE EQUIPMENT WORKER, WG-6641-6, you will inspect, maintain, repair, and recondition conventional munitions, containers and munitions maintenance handling equipment (MMHE). Link and reposition ammunition by operating electrical or manual machines and inspect for defects such as short or long rounds, corrosion and dented cases, and remove unserviceable rounds. Perform electrical functional tests on munitions by utilizing appropriate test sets. Receive, issue, identify, inspect and store conventional munitions such as ammunition, starter cartridges, flares, fire extinguisher squibs, claymore mines and other explosive items. Operate Combat Ammunition System - Base (CAS B) in accordance with applicable regulations and manuals. Perform duties in compliance with established safety, security, and housekeeping regulations. Coordinate with various base activities concerning munitions security, handling, and utilization. As required, serve as OJT trainer giving instructions and explaining proper munitions handling methods and procedures. Train assigned drill status guard members in FV procedures. Prepare for and participate in ORI, IG, and UE inspections, as well as command support exercises. Perform other duties as assigned.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Qualifications

GENERAL EXPERIENCE: Experience or training which has provided the candidate with the knowledge and application of mechanical and electrical principles and the skill to perform intricate repair and adjustment of hydraulic and pneumatic components and devices.

SPECIALIZED EXPERIENCE: Application must indicate 9 months of experience or training servicing and adjusting ordnance equipment, such as cleaning, lubricating, assembling, and disassembling parts. Experience which has demonstrated the ability to identify and locate troubles by sight. Experience in the use of common hand tools. Experience showing the ability to follow written instruction.

KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.

-Knowledge of warehousing functions.

-Knowledgeable in the warehousing plan, accepted work methods and procedures, in this case, with regard

to highly sensitive munitions and explosives.

-Knowledgeable of the hazards of explosives and munitions and understand handling, storage, and safety procedures.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.

PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION.Assignment to a compatible military position is not required for application but will be required if selected for appointment.
