The incumbent is the Lead Business Analytics Lead Specialist in the Customer Service Branch of the Philadelphia Financial Center in Philadelphia, PA.

The incumbent is responsible for leading the work of several Business Analytics Analysts in analyzing a wide variety of financial data related to government payments, fraudulent / misdirected payments, payment resolution activities, and payment / post-payment operations & integrity controls.

Responsibilities

As a Lead Business Analytical Specialist, you will:

-Perform highly specialized business analysis, business data analytics, identification of essential business data, data tagging, data mining, and specification of functional requirements for establishing analytical processes to incorporate into systematic execution of those analytics in appropriate payment/post payment systems.

-Serve on a team with skilled analytical resources to provide operational/payment-related analysis for the center involving a wide range of activities to which the agency is partnered.

-Utilize extensive knowledge of descriptive, diagnostic, and prescriptive business analytics to employ various analytical systems and tools to query information from data available through external sources and the various FS systems, using various data to identify anomalies in the data and design subsequent analysis to further clarify the meaning of the aberrant trends/data exceptions.

-Internally lead collaboration with operating managers to define valid and reliable performance metrics that accurately reflect outcomes and impacts on branch operations.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is ALL of the following:

- Experience identifying trends and anomalies in business data to find the root cause and implement corrective actions; AND

- Experience working with stakeholders, both internal and external, to prioritize business and informational needs and documenting requirements; AND

- Experience leading a project or meetings to define performance metrics; AND

- Experience communicating, orally or in writing, with different levels of management, to identify and present solution proposals with business parameters.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12 level for 52 weeks.
