Summary

As Health Benefits Advisor for the Health Administration Service (HAS) at the VA TX Valley Coastal Bend Healthcare System (VATVCBHCS), the incumbent(s) provides a high level of administrative and data support to the HAS to include the Community Based Outpatient Clinics (CBOCs) as well as to the VATVCBHCS.

The primary function of this position is to make eligibility determinations for VA healthcare which requires an extensive knowledge of VA laws, directives, policies and procedures. They will also be responsible for running data reports for unverified status of applications, incomplete encounter management errors due to any administrative data input and updating demographic information.

The incumbent will be responsible to ensure accurate, timely and consistent information is entered into the appropriate database. Also, the incumbent(s) will provide the vision for development of monitors in measuring all data input. Incumbent will establish in-depth training and work with the HAS Trainer to ensure that the HAS and other identified VATVCBHCS staff are educated.

Monday thru Friday, 8:00 AM to 4:30 PM

Responsibilities

Duties include but are not limited to the following:

Serves as advisor and expert to the HAS Section Chiefs.

Supports the management information components of all health eligibility related programs.

Reviews, verifies, and analyzes data submitted for consistency with financial and program objectives, and adherence to VA directives.

Responsible for management analyst, training and organizational development.

Assist the Public Affairs Office as well as other Services at VATVCBHCS with community activities such as (but no limited to) Health Fairs, Homeless Veterans Stand Downs, and Post Deployment Health Re-assessment (PDHRA).

Provide exceptional customer service.

Provides a high level of administrative and data support.

Make eligibility determinations for VA healthcare which requires an extensive knowledge of VA laws, directives, policies and procedures.

Responsible for running data reports for unverified status of applications, incomplete encounter management errors and updating demographic information.

Qualifications

Basic Requirements

* United States Citizenship:

* Experience

Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR

* Education

One year above high school; OR

* Experience/Education Combination:

Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.

* English Language Proficiency.

Supervisory Medical Support Assistants must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.

Preferred Experience:

Advanced Medical Support Staff experience in a medical office setting and making health benefits eligibility determinations.

Grade Determinations

GS-6 Specialized Experience:

Applicants must have one year of experience equivalent to the next lower grade level (GS-5). Specialized Experience includes but is not limited to: Operating computerized programs and databases in order to enter, modify and retrieve sensitive information/data into or from electronic medical records scheduling systems and/or reports; Scheduling appointments, including interpreting and verifying provider orders in accordance with scheduling guidelines; Basic understanding of medical terminology; Communicating effectively and professionally with employees at varying grade levels; Identifying customer's concerns, perform the tasks required to resolve the issue accurately and timely, and follow-up as necessary to ensure a satisfactory resolution.

In addition the Experience Requirements listed above, Candidates must demonstrate the following Knowledge, Skills and Abilities listed below:

* Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations.

* Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.

* Advanced knowledge of the technical health care process as it relates to access to care.

* Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

* Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient are, and the revenue process.

* Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians
