At either level of this position, you will:
Perform complex budget and management analysis and provide resource and program recommendations to management.
Maintain an expert working knowledge of position management requirements, classification, recruitment procedures, training programs, awards, and other personnel matters to provide advice on sound position management and organizational structure.
Prepare special studies concerning resource impacts, complex financial areas and related office-wide budget planning.
Analyze facilities, space and equipment needs to identify potential problems, make recommendations, and help initiate and expedite appropriate action.
When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.
Occasional travel - You may be required to travel 1 to 5 days per month.

This position is designated as Low Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.
You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-12 level, you need to have at least one year of full time experience equivalent to the GS-11 level monitoring financial reports for accuracy and funds management; gathering financial data needed to identify issues; and advising on human resources policy and procedures in support of recruitment and classification.
To qualify for the GS-13 level, you need to have at least one year of full time experience equivalent to the GS-12 level creating and monitoring financial reports for accuracy and funds management; analyzing financial data to identify issues and recommend solutions; and advising on human resources policy and procedures in support of recruitment, classification, and position management.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:
Knowledge of agency operating principles, laws, and regulations related to budget and resource management.
Knowledge of program planning, federal budgeting, and resource allocation process.
Skill in utilizing software endemic to database and spreadsheet management and analysis.
Skill in program analysis, planning methods, and the budget process.
Knowledge of Human Resources Management (HRM) analytical methods and techniques.
Ability to research and evaluate laws, regulations and policies to prepare position descriptions for classification.
Ability to prepare human resources advisories.
Knowledge of the mission, functions and programs of serviced organizations to provide advisory services and recommendations on human resources program areas.
Ability to analyze the agency’s strategic goals and objectives.
Skill in developing alternate solutions to programmatic problems.
Ability to plan, organize, and direct team study work.
Skill analyzing facilities, space and equipment needs.
