Responsibilities

Position may be filled at the GS-09 or GS-11 grade level.

At the GS-09 level, the duties of this position are developmental in nature and lead to the full performance level of GS-11. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: Promotion is not automatic.

At the full performance GS-11 level, the incumbent serves as a Safety and Occupational Health Specialist.

-Plans, schedules, and conducts recurring inspections at KBAO facilities to prevent accidents, injuries, and damage by identifying unsafe or unhealthy practices and unsafe and improper use of equipment; and reviewing safety and health records.

-Prepares written reports of findings and recommendations, and monitors status of corrective actions.

-Conducts construction contract reviews to assess suitability of contractor safety plans and performs site reviews of contractor operations to evaluate contractor safety and compliance with RSHS in the performance of their work.

-Ensures staff receive required and needed training such as first aid, CPR, defensive driving, hazard communication, respirator fit testing, confined space, crane certification, etc.

-Serves as the principal physical security contact, implementing KBAO facility security program to ensure employees, the public, and facilities are appropriately protected.

-Acts as the liaison for KBAO to the Regional Office in all KBAO security measures, including regular attendance at weekly security conference calls, Regional Security Coordinators’ meetings, and intelligence briefings.

GS-09: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal service OR two years of progressively higher level graduate education leading to a master's degree OR equivalent master's or graduate degree OR LL.B. or J.D., if related. Major study must be in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service OR three years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. OR LL.M., if related. Major study must be in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:

GS-09: Experience managing safety or occupational health program elements; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards; developing and providing training in safety or occupational health subejcts; experience in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, or occupational health nurse. These examples are not all inclusive.

GS-11: Experience managing safety, occupational health, and security program elements; inspecting or surveying work sites for compliance; identifying and resolving security issues and safety hazards, develop policy and modify processes to eliminate or reduce frequency, severity and costs of accidents; or applying security, safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on and resolve technical matters dealing with security and occupational safety and health issues. These examples are not all inclusive.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This vacancy announcement allows substituting education for experience. -Operation of a government vehicle is required; therefore, you must possess and maintain a valid State's driver's license.

-Must meet requirements which will allow the safe wear of a respirator.

You will be evaluated for this job based on how well you meet the qualifications above.
