The incumbent of this position serves as a work leader in the Fee Services Section which processes veterans' claims for non-VA inpatient and outpatient medical, pharmacy, dental, Home Health Services, Unauthorized claims, and Millennium Health Care and
Benefits Act for the primary service area of the Northern Arizona VA Health Care System.Leads a group of 15 Claims Assistants, GS-5, 1 Program Support Clerk, GS-5 and 1 Mail and File Clerk, GS-4, involved in examining a variety of claims to determine entitlement for payment in the areas as stated above.
Distributes and balances workload among employees in accordance with established workload and job specification. Ensures timely accomplishment of the assigned workload and that each employee has enough available work. Keeps in touch with the status and progress of work and makes day to day adjustments in accordance with established priorities. Advises the Fee Services Supervisor on problems that may arise, such as backlogs that cannot be disposed of promptly. Estimates and reports on the expected time of completion of work. Maintains records of work accomplishments and time expended and prepares production reports when requested.
Instructs employees in specific tasks and job techniques. Makes available written instructions, reference materials, and supplies. Gives on the job training to new employees, instructing them in established policies, procedures, and practices. Maintains a current knowledge of all phases of claims examining and answers questions of other employees on procedures, policies, and directives. Obtains information or decisions from the Fee Services Supervisor only in the most complicated or technical cases.
Checks on work in progress or spots checks work not requiring review. Reviews completed work to ensure that instructions on work sequence, procedures. policies, and deadlines have been met. Amends or rejects work not meeting established standards.
Reviews electronic claims submitted by non-VA providers received through the Fee Payment Processing System (FPPS) and assigned them to the appropriate staff for processing. Regularly monitors the FPPS system, to assure the claims arc being processed in a timely manner.
Processes rejected batches and assure that the appropriate action has been taken lo correct reasons for rejection. Processes and maintains inventory for all returned checks and assures that correct pa}'ment is made in those cases where incorrect vendor was paid.
Initiates check tracers when requested.
Does research and follow-up inquiry on complaints and inquiries from physicians, hospitals, private individuals, etc.; assists with the coordination and expeditious resolution of problems.
Upon receipt of notification of emergency hospitalization, promptly determines entitlement, coordinates with supervisor for review, and notifies the non-VA hospital personnel whether or not hospitalization will be at VA expense. Insures that sufficient funds are obligated if non-VA hospitalization is authorized.
In the advent of an adverse decision, incumbent is responsible for informing claimants of their appeal rights and in cases where a hearing is requested, assists the supervisor with compiling all facts in the case together with C-file, medical and administrative record and all other materials necessary for review before a hearing is scheduled.
Researches appeals disallowed treatment and prepares Statements of the Case for submission to the Board of Veterans Appeals. Incumbent may attend hearings as hearing recorder and insures that the veteran is properly represented and that all regulations are followed.
Responsible for the completion and review of statistical data and for the preparation of recurring and special reports as requested by the supervisor.
Performs other related duties as assigned.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Broad knowledge of accounts payable processes and/or procedures, accounting regulations, compliance regulations, reviewing claims; validating, monitoring and maintaining accounting transactions.
