This is a GG-14 position in the Cyber Excepted Service Personnel System (CES). The GG-14 duties for the Professional work category are at the Senior work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

The primary purpose of this position is to apply combined functional expertise in DoD Cybersecurity operations and acquisition to the interpretation and application of regulatory, policy, and process guidance to all phases of the acquisition of joint cyber operations (CO) capabilities, to lead the development of enterprise-level reference sources, and to serve as the Command's empowered representative to DoD. And U.S. Government (USG) bodies tasked with shaping developmental acquisition guidance.

Provides authoritative guidance regarding the applicability of regulatory and policy directives to unusual and precedent setting situations often arising as part of the acquisition of joint cyber operational (CO) capabilities.

Represents the CDG and the Command as an actively participating member of external acquisition community working groups tasked to assess DoD initiatives and proposed policies and processes advising on their effect on the DoD cyber.

Incumbent must be able to obtain and retain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).

Incumbent will be required to submit to the administration of a counterintelligence polygraph and must satisfactorily pass as a condition of employment.

The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

Employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of this position.


SPECIALIZED EXPERIENCE: Applicant must possess quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of specialized experience include Knowledge of and skill in interpreting and applying DoD acquisition policies, including the Federal Acquisition Regulation (FAR), Defense Supplement to the FAR (DFAR), and the DoD 5000 series. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of and skill in interpreting and applying DoD acquisition policies, including the Federal Acquisition Regulation (FAR), Defense Supplement to the FAR (DFAR), and the DoD 5000 series.

2. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and related discipline and their interrelationships such as requirements analysis, financial management, and portfolio management.

3. Skill in applying analytical methods to analyze all phases of enterprise-level acquisition programs and in identifying refinements to keep pace with operational requirements, regulatory and policy changes, and lessons learned.

4. Ability to combine and apply programmatic knowledge and functional expertise in acquisition to evaluate and report the effects regulatory and policy changes could have on enterprise-level acquisition programs. .

5. Ability to work collaboratively with technical and functional managers and specialists to gain insight into operational objectives and parameters, advise on how acquisition polices and regulations affect acquisition plans and documentation, and provide analytical support throughout the acquisition lifecycle.

6. Ability to communicate complex information concerning acquisition polices both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
