Summary

About the Position: Defense Contract Management Agency uses the Expedited Hiring Authority to recruit and appoint qualified individuals directly into shortage category or critical need acquisition positions.

Individuals in this four-year Emergency-Essential (deployable) status can expect repeated deployments to combat locations overseas in support of contingency operations as mission requirement are determined. These locations are typically in a designated combat zone. Generally, the deployed work locations have power, water, heating, and air conditioning, although outages should be expected. The living conditions will vary widely: ranging from having all basic amenities such as light, power, water, refrigeration, to not having one or more of these amenities. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy.

Physical demands during deployment include: Lifting a minimum of 45 pounds, ability to hear and wake up to warning alarms and hear instructions in the absence of visual cues, live in austere working and sleeping environments, and the ability to wear personal protective equipment, including protective masks, ballistic helmet, body armor, and chemical/biological protective garments. Responsibilities

Responsible for planning and implementing the total property management program for the assigned contractors and for the continuous surveillance/evaluation of the assigned contractors' property control systems.

Identifies risk to the Government through application of professional business judgment and risk-based assessment techniques in order to determine the appropriate type and level of surveillance.

Determines appropriate method for the testing of each property control function and conducts property control system analyses accordingly.

Determines that the functional areas of property management are controlled as required by pertinent directives and/or are in accordance with applicable provisions of the contracts.

Assures that the assigned contractors' control of Government property (both Government furnished and contractor aquired/fabricated property) fulfills contractual, regulatory, and statutory requirements.

Conducts investigations pertaining to assigned contractors' liability when Government property is lost, damaged or destroyed, or when there is evidence of unreasonable use of consumption.

Review and analyzes new contracts to determine and ensure that the assigned contractors' property control systems and procedures are adequate to fulfill the contractual requirements.

Upon termination or completion of a contract, performs a final review to determine that disposition of all property has been accomplished, properly documented and recorded on the official records.

QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below.
