JOB SUMMARY: Supervises, guides, and/or instructs the work assignments of subordinate staff. Performs work in the maintenance of state highways and rights of way and the installation of traffic control devices. May use hand tools and power tools as well as serve as the primary equipment operator on various types of heavy equipment. Performs preventive maintenance on assigned equipment. Responds to emergency situations affecting the state routes system during and after normal working hours. Provides supervision of a maintenance crew to accomplish the assigned task and assists the Superintendent in all duties. JOB SPECIFIC DUTIES: Under general direction, supervises a crew performing routine maintenance activities on the state route system. Responsible for providing training for lower level employees concerning safety procedures and equipment preventive maintenance techniques. Responsible for the enforcement and compliance of all required policies and procedures. Responsible for coordinating, planning, and directing all activities of a routine maintenance crew to accomplish the tasks assigned by supervision. Maintains a positive working relationship with the traveling public. Evaluates personnel performance, provides feedback and counseling for professional growth. Responsible for the accuracy and completion of all monthly or semi-monthly required documents, forms and reports. Directly responsible for the operation of all assigned equipment to assist in the accomplishment of tasks. Responsible for the performance of regular inspections of state routes and rights-of-way throughout an assigned area for maintenance and safety needs. Facilitates team response to emergencies on the state route system as directed. MINIMUM QUALIFICATIONS The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications STATE ENTRY QUALIFICATIONS: High school diploma or GED AND Three years of experience in the operation of heavy equipment and large vehicles such as bulldozers, front end loaders, ditchers, road graders, dump trucks, drilling equipment and/or heavy duty trucks and experience in a lead worker role OR One year at the lower level (TRT012) with lead worker experience or position equivalent. Note: Positions require a CDL license. AGENCY MINIMUM QUALIFICATIONS: Four years Minimum of proven/qualified industry experience with roadway maintenance or construction Successful completion of TIMS levels 1, 2, and 3 Four years of experience performing roadway routine maintenance work One year experience as a lead worker or supervisor OR (External candidates) Four years of experience performing roadway maintenance. In lieu of TIMS 1-3, applicant must possess: - Certified Flagger in Temporary Traffic Control procedures. - Experience implementing Temporary Traffic Control procedures per the Manual on Uniform Traffic Control Devices (MUTCD) Part 6. Extensive work experience and broad knowledge of maintenance activities Knowledge and experience in completing forms and reports, reading and understanding preventative maintenance guidelines and the Foremans Manual Training and experience in GAMS/AGILE Assets Current flagger training and proven experience and working knowledge in traffic control procedures and installation. Proven experience and working knowledge with Material Safety Data Sheets (MSDS) Extensive experience operating and performing preventive maintenance on maintenance equipment such as backhoes, farm tractors, forklifts, rubber-tired loaders, etc Proven experience gathering necessary data such as work location, labor, equipment, and materials to document completed work Possess the required level of computer skills necessary for this position Ability to successfully complete GDOT maintenance and safety procedural training Ability to successfully supervise others. Ability to assist/teach others by guiding and providing constructive feedback Ability to successfully interact with others to influence, motivate, and challenge them Demonstrated competencies in managing work activities without direct supervision, working independently, and being self-motivated Demonstrated ability to analyze situations in order to generate and evaluate alternatives and recommend a viable solution based on facts, rules, etc Proven experience demonstrating basic math skills used to measure volumes, calculate materials inventory, and complete reports Demonstrated competency to operate power and hand tools Proven experience demonstrating ability to manage material inventories, equipment, and to schedule work assignments Committed to providing quality customer service Ability to receive and interpret verbal and written instructions Demonstrates good public relations and interpersonal skills with internal staff, management, local government officials and general public Ability to adapt to changing situations and work plans Ability to work in adverse weather conditions Ability to lift moderately heavy objects Possess accurate eye-hand coordination Ability to bend, lift, climb, stand, or walk for long periods of time. Ability to exert oneself physically over time Ability to perform manual labor Ability to be on call 24/7 in the event of emergencies AGENCY PREFERRED QUALIFICATIONS: Possession of a valid Commercial Drivers License Class A Ability to visualize the required work and ascertain what materials and equipment are needed to complete the job Possess a general understanding of the organizational structure of the Department and the working relationship between the Department and its customers Ability to determine priorities from management and convey information to and from the general public IMPORTANT INFORMATION FOR ALL GDOT JOBS The interview is just one part of the overall selection process and is not the only criteria used to make the final selection. In addition to the interview, the final selection is based on the applicants work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered. Good Employment Standing: In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employees favor, he or she will be allowed to compete.
