Permanent employees who have completed their initial probationary period and are currently participating in the County of Los Angeles' Administrative Intern Program may file for this examination if they are within six months of completing the program at the time of filing. However, the names of such employees will be withheld from the certification list until they have completed the program.
Under general supervision, researches, analyzes, and makes recommendations for the solution of complex problems related to the administration of major departmental programs, operations, and administrative practices.
Positions allocable to this class are limited to the Department of Human Resourcesbut maybe assigned tootherCounty departments. These positions are encumbered by employees who successfully complete Los Angeles County's Administrative Intern Program.Incumbents belonging to this classreport to higher level supervisors or managers and are responsible for researching, analyzing, and making recommendations for the solution of complex problems related to budget, personnel, organization, program, procedure, or capital projects. The Administrative Analyst is distinguished by the incumbent's broad exposure to major centralized operational functions which allows incumbents to utilize their integrated knowledge of these functions to carry out complex assignments in a variety of program areas such as budgets, capital projects, contracts, grants, audits, orpersonnel. Incumbents are expected to exercise strong analytical and written communication skills as well as strong interpersonal skills to work effectively with departmental management, representatives of other County departments, non-County agencies, and members of the public.
Essential Job Functions
Plans and conducts special studies of the major departmental programs, operations, and administrative practices to determine their effectiveness and the need for modification or changes in policies and procedures; writes directives, instructions, and guidelines for staff to implement indicated changes including those impacting departmental employees.
Analyzes and makes recommendations for the solution of problems related to budget planning, implementation and monitoring; participates with managers in budgetary planning; prepares necessary budget documents regarding new and renewed programs for presentation to the Chief Executive Officer and Board of Supervisors.
Analyzes and makes recommendations concerning technical matters in the assigned area of specialization.
Serves as departmental liaison with the Chief Executive Office analysts and with other County departments in the preparation of departmental budgets, fiscal agreements, and interdepartmental budget negotiations.
Reviews and monitors ongoing special programs for compliance with contractual agreements.
Analyzes trends and forecasts, and makes recommendations to management for long-range planning.
Prepares management reports, which reflect program performance activities and statistical data.
Develops and implements data collection and program evaluation systems.
Supervises and coordinates the work of lower level staff involved in gathering research data and preparing reports.
Coordinates a team project, assists with a project, or independently carries out assignments.
Graduation from an accredited four-yearcollege or university -AND-
Successful completion of the County of Los Angeles' Administrative Intern Program.
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
A Master's degree or higher from an accredited college or university.
Graduate-level coursework completed from an accredited college or university.

This examination will consist of two (2) parts:
Part I:
An unproctored multiple choice test, weighted 50%, covering: Deductive Reasoning
Professional Potential
Confidence and Optimism
Only applicants who achieve a passing score of 70% or higher on the multiple choice test will proceed to Part II of the examination.
Part II:
An evaluation of education and experience, weighted 50%, based upon application information.
Applicants must meet the Minimum Requirements and achieve a passing score of 70% or higher on each weighted part of the examination in order to be placed on the eligible list.

Applicants that have taken identical multiple choice tests for other exams within the last twelve (12) months will have their scores for the identical test part(s) automatically transferred to this examination.
The examination contains test parts that may be used in the future for new examinations. Your scores will be transferred to the new examination and you may not be allowed to re-take any identical test parts for at least 12 months.

The names of candidates receiving a passing grade in the examination will be placed on the eligible list for a period of 12 months following the date of promulgation.
The resulting eligible list will be used to fill vacancies at the Department of Human Resources as they occur.
