Responsibilities

The incumbent serves as the Beneficiary Travel Clerk for the VA Portland Healthcare System and all Community Based Outpatient Clinics attached to the facility. Incumbent will perform key duties including: review, adjudicate, and authorize claims for costs incurred while traveling from their home to a VA medical appointments at the VA Portland Health Care System the Veteran's assigned Community Based Outpatient Clinics, a VA authorized non-VA medical facility as well as other facilities within VISN 20 who refer patients to VA Portland Healthcare System for care. VA Portland Healthcare System accepts inbound Beneficiary Travel calls to take calls from Veterans and staff concerning transportation arrangements, and questions or problems related to reimbursement benefits.

Preferred Experience: The preferred candidate will have experience in arranging commercial passenger travel for the federal government.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Full Performance level: GS-06

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/04/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the next higher grade must has served 52 weeks at the next lower grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

BASIC REQUIREMENTS:

U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency

Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR

One (1) year of education above high school; OR

Combination of experience and education that are qualifying for entry level for which both education and experience are acceptable.

For the GS-04 grade level: One year general clerical, office experience ;or 2 years above high school with courses related to the occupation.

Specialized Experience:. Examples of specialized experience would typically include, but are not limited: knowledge of transportation contracts and benefit entitlements regulations; processing claim reimbursements; manage cost; customer service skills;

For the GS-05 grade level: One year specialized experience equivalent to at least the GS4 level ;or 4 years course of study above high school leading to a bachelor's degree with courses related to the occupation, if required (transcripts required). Examples of specialized experience would typically include, but are not limited: knowledge of transportation contracts and benefit entitlements regulations; processing claim reimbursements; manage cost; customer service skills; transportation coordination; administrative duties; order supplies; budget tracking and timekeeping

For the GS-06 grade level: One year specialized experience equivalent to at least the GS5 level. Education is not substitutable at this level.

You will be rated on the following Competencies for this position:

Competency 1 - Knowledge of transportation contracts, policies, procedures and regulations pertaining to travel and benefit entitlements.

Competency 2 - Ability to demonstrate good judgment, function independently, and apply sound logic in solving/supporting transportation requirements.

Competency 3 - Ability to efficiently use Microsoft Office products to extract and analyze workload data to determine usage trends, identify problem areas, manage costs, and forecast annual budget requirements.

Competency 4 - Demonstrated skill in interpersonal relationships, telephone etiquette, working with vendors and the public while providing a high degree of customer service.

Competency 5 - Ability to interpret and apply travel policy while processing travel claim reimbursements, investigating claim validity and verifying actual mileage against claimed mileage.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
