Summary
As the Associate Service Chief, the incumbent is responsible for the supervision, coordination, and development of all clinical programs of the Pharmacy Service at VA New Jersey Health Care System (VANJHCS).

VANJHCS is a large multi-campus tertiary care medical center involved with teaching, research, and all facets of patient care. VANJHCS is affiliated with the University of Medicine and Dentistry of New Jersey and the Pharmacy is affiliated with the Rutgers College of Pharmacy, the University of Florida College of Pharmacy, and the Idaho State University College of Pharmacy. VANJHCS has 3 pharmacies located in East Orange, Lyons, and Brick, NJ . Additionally VANJHCS has a 240-bed NHCU and a large Domiciliary Unit.
The incumbent is responsible for overseeing and participating in assessing, designing, teaching, evaluating, and coordinating the implementation and maintenance of all clinically related programs of the Pharmacy Service. The incumbent acts as a resource in training techniques and methodologies to ensure successful training and evaluation of the program.
The incumbent is a supervisor and is responsible for evaluating the performance of all subordinate employees assigned to him/her. The incumbent may act on behalf of the Chief Pharmacist and is expected to perform all routine duties of the position. The incumbent is expected to travel to all campuses as required.
A wide variety of pharmaceutical services is provided for direct patient care and includes professional, administrative, technical, and clerical services. Incumbent provides drug information services to physicians, dentists, nurses, allied health personnel, and to patients. The services include, but are not limited to: inpatient/outpatient dispensing of medications; dialysis and spinal cord injury programs; substance abuse treatment programs; inpatient unit dose and intravenous admixture programs; inpatient and outpatient drug counseling and education; extended care service; clinical service including pharmacy managed clinics; chemotherapy and parenteral services.
Responsibilities are carried out personally and through subordinates, clinical pharmacists, staff pharmacists, pharmacy technicians, clerical staff, volunteers, residents, and students. The incumbent represents the Pharmacy within the Medical Center, in the community, within professional organizations, in the college of Pharmacy, and with veteran organizations.
Work Schedule:
Monday-Friday, 8:00 AM - 4:30 PM; incumbent is expected to take calls off tour and adjust hours based on service needs.

Basic Requirements
:
* United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
* Education:
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; ****, or through their Web site at: ****(NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
* Licensure:
Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e.,Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
Preferred Experience:
Board certification is preferred.
Grade Determinations
: GS-14
(a) Experience.
In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level.
(b) Assignments.
Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Associate Service Chief/ Associate CMOP Director.
Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. ( NOTE:
Associate Service Chief/ Associate CMOP Director positions should be graded one grade below the grade of the Chief of Pharmacy Service or CMOP Director.)
