Summary

For the 6th year in a row, NASA has been ranked the best large Agency to work for in the federal government by the Partnership for Public Service.

The Aeronautics Research Mission Directorate (ARMD), Portfolio Analysis and Management Office (PAMO) seeks a highly skilled individual to serve as PAMO Deputy for Strategy. Responsibilities include: providing guidance to the PAMO strategy team of three engineer program managers; ensuring that ARMD investments and long-term forecasts are aligned to the strategy; developing and maintaining a cohesive project portfolio management process; and integrating budget, project planning, research results, and other studies into strategic planning process.

Responsibilities

You will lead the development and maintenance of ARMD’s strategic planning process and Strategic Implementation Plan (SIP). You will provide expert strategic analyses to support strategy formulation and strategic decision-making.

You will provide direction to the PAMO strategy team ensuring ARMD’s strategic plan, mission, values, applicable meeting decisions, problems or changes are communicated and coordinated among team members

You will integrate results with external (e.g., NRC) analysis, the current budgetary environment, the results of ARMD risk and portfolio analysis, existing ARMD and NASA strategic guidance, and Program strategic performance to provide authoritative recommendations as an advisor to the ARMD Office of the Associate Administrator on the future strategic direction of ARMD, including recommendations for modifications to ARMD’s SIP, organizational structure, policies, processes, or ARMD stakeholder and partnership relationships.

You will provide comprehensive advice to the PAMO Director and DAA-Strategy regarding ARMD strategic planning issues, ARMD technical direction and PAMO organizational development.

You will oversee and provide expert portfolio analysis and decision support for research and technology plans in the context of the ARMD mission and strategy. You will act as a liaison to agency offices and outside stakeholders regarding ARMD strategies.

You will plan, organize, and carry out an integrated portfolio management process that supports executive decision-making and budget formulation and collaborate with Programs and Projects to develop new invest decision materials ensuring the investment is aligned with ARMD’s strategic thrusts and the materials meet ARMD’s formulation process requirements.

Basic Education Requirement:

A bachelor's degree from an accredited college or university with major study in Aeronautical Engineering, Aeronautics, Aerospace Engineering, Astronautical Engineering, Astronautics, Astronomy, Astrophysics, Biomedical Engineering, Ceramic Engineering, Ceramics, Chemical Engineering, Chemistry, Civil Engineering, Computer Engineering, Computer Science*, Earth and Planetary Science, Electrical Engineering, Electronics Engineering, Geology, Geophysics, Industrial Engineering, Materials Engineering, Materials Science, Mathematics (Pure or Applied), Applied Mechanics, Engineering Mechanics, Mechanical Engineering, Metallurgical Engineering, Metallurgy, Meteorology, Nuclear Engineering, Nuclear Engineering Physics, Oceanography, Optical Engineering, Physics, Applied Physics, Engineering Physics, Space Science, Structural Engineering, Welding Engineering or other appropriate physical science or engineering field. Degrees in engineering technology are not considered to be qualifying for this position. *Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.
