Summary
The Program Specialist serves under the Hospital Housekeeping Officer of the Emergency Management Section of the Facilities Management Service at the Orlando VA Medical Center and its satellite clinics.

Responsibilities
The Program Specialist develops programs and procedures, and monitors these programs and procedures to assure quality improvement and desired results are obtained throughout Environmental Management. The incumbent will be assigned to committees that could result in quality improvements and trending/monitoring such as BMX, MAXIMO, GEMS and EOC. Addition duties consist of:
Responsible for maintaining documentation for accreditation inspections such as JCAHO, CAP, EPA and OSHA.
Maintains numerous Facilities Management databases and will serve as the FMS Automated Data Processing Package Coordinator (ADPAC) for MAXIMO.
Oversees the MAXIMO system to include but not limited to data entry, training staff, processing work orders, preventative maintenance and maintenance to the MAXIMO system, along with updates, upgrades, system problem solving, reports, and tracking data.
As the ADPAC for EMS (Environmental Management Service), has program responsibility for certain packages and programs that are part of MAXIMO, as well as the utilization of standalone personal computer programs within the service.
Analyzing, administering, coordinating, and monitoring operating programs as they relate to ADP programs and systems.
Provide assistance to the Chief and section chiefs in planning and reviewing operations for the various centralized and local operational and reporting systems applicable to facilities management programs.
Advise the Hospital Housekeeping Officer, other section chiefs and personnel from other services throughout the hospital on these systems.
Provide technical support to all of the supervisors within the service in coordinating, testing and monitoring operations of the specialized programs under the FMS umbrella.
Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2018.
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
* For a GS-07 position you must have served 52 weeks at the GS-05.
* For a GS-09 position you must have served 52 weeks at the GS-07.
* For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service.An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-07 Specialized Experience
* You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing, administering, coordinating, and monitoring operating programs as they relate to ADP programs and systems; provide assistance to higher echelon in planning and reviewing operations for the various centralized and local operational and reporting systems applicable to facilities management programs.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a 1 full year of graduate level education or superior academic achievement (superior academic achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies).

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond. Have some specialized experience as described above but less than one year, and I have half a year of graduate education as described in B. Computed the percentage of these requirements and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
GS-09 Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing, administering, coordinating, and monitoring operating programs as they relate to ADP programs and systems; provide assistance to higher echelon in planning and reviewing operations for the various centralized and local operational and reporting systems applicable to facilities management programs.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate level degree or two full academic years of progressively higher level graduate education leading to such a degree in a closely related field or LL. B. or J.D. if related.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education. Have some specialized experience as described above but less than one year, and have more than one year but less than two years of graduate education as described above. Compute the percentage of these requirements and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
GS-11 Specialized Experience:

You will be rated on the following Competencies for this position:
1. Data management systems (Ability to manage Various database and serve as the EMS Automated Data Processing Package Coordinator (ADPAC).
2. Customer service (Ability to communicate both orally and in writing and prepare various reports).
3. Information management (Responsible for procedures, training, producing and maintaining reports/documentation).
4. Database administration (Maintains numerous Environmental Management databases and will serve as the Automated Data Processing Package Coordinator (ADPAC).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
