Overall Job Objective Description of Work INTERNAL POSTING - ONLY PERMANENT NC DOT EMPLOYEES OR LAYOFF CANDIDATES WITH THE NC DEPARTMENT OF TRANSPORTATION ELIGIBLE FOR RIF PRIORITY REEMPLOYMENT CONSIDERATION AS DESCRIBED BY GS 126 MAY APPLY. Salary Grade Equivalent: 67 *Recruitment Range: $34,591 - $68,444* Competency Level Journey - This work is related to the maintenance and repair of State maintained roads within Union County. Position will supervise contract crews as well as NC DOT forces in carrying out road construction activities, including but not limited to: clearing, erosion control, grubbing, earthwork, drainage, shoulder construction and maintenance and pipe placement. Position may also be asked to construct or replace various types of fences and assist with seeding for vegetation. Position will be responsible for the equipment involved in grading roadways, crew members, maintenance of erosion control devices, maintaining a progressive construction schedule, and be conscientious of budgeting. Position will be subject to responding to emergency situations after normal working hours and/or the weekend, as well as a rotation during snow and ice operations. Position will also coordinate with entities within and outside of NC DOT, including but limited to utility providers owners. Knowledge, Skills and Abilities / Competencies Qualified Applicants must submit an application that clearly reflects work experience that demonstrates the following:Experience in roadway maintenance and repair in one of the following: shoulder and ditch maintenance, pipe installation, asphalt patching, snow and ice removal, crack sealing, full depth patching or pothole patchingExperience in record keeping, such as tracking employee and equipment time and recording quantities of materials usedExperience supervising subordinates and directing the daily activities of a work crewExperience in Advanced Work Zone Safety and NCDOT Workplace Safety Policy and PracticesExperience in planning and organizing workAdditional Expectations:This is a working supervisor position and will be responsible for operating DOT or rental equipment. Employee will be responsible for supervising the activity of a roadway maintenance crew on State maintained roadways in Union County. Work includes reading and interpreting plans, determining personnel, equipment and material needs to complete assigned maintenance tasks within a given budget. Employee is responsible for making appropriate adjustments to plans to meet field conditions, planning, monitoring and ensuring safety standards are adhered to, daily documentation of personnel, material and equipment usage, responding to public inquiries, attending training and continuing education classes to keep up to date on all state and federal regulations and maintain certifications in all required areas (ie: traffic control and environmental stewardship, Conventional Density, Asphalt Roadway Technician, Concrete Sampling). The Employee must operate a motor vehicle, have a valid Class A Commercial Driver's License and safely be able to lift and carry 50 lbs. Pre-employment drug screening is required for this position. A release form (ALCDRG-01) and a background statement (ALCDRG-06) must be completed and signed, allowing NC DOT to check with previous employers for the past two years about controlled substance and alcohol testing. Safety toe footwear will be required for employment. Must have the ability to obtain and maintain an inmate card. Minimum Education and Experience Requirements High school diploma or equivalency and five years of experience related to the area of assignment; or equivalent combination of training and experience.
