Responsibilities

As a Funds Management Specialist, GS-0501-11/12 you will serve as the financial management focal point for assigned product directorate managing major program funding, and complex program funds. Activities/functions and overall management responsibility include long-range planning, budget and execution and expenditure of funds for all acquisition programs. Other duties include:

Function as a financial management expert.

Negotiate with program managers, engineers, and other commands within the Air Force to determine the amount and timing of funding in conformance with overall program directive.

Suggest distribution of the workload among employees to ensure timely accomplishment, a quality product, and maximum productivity of employees.

Assess organization problem areas and recommend changes needed to affect improvements.

Independently changes work priorities and establish internal controls to achieve a satisfactory work product.

Travel Required

Occasional travel - Position requires travel in accordance with Volume II, Joint Travel Regulations, to complete program assignments.

ADDITIONAL CONDITIONS OF EMPLOYMENT: Position requires a comprehensive knowledge and understanding of governing laws budgetary regulations and principles, and sufficient knowledge of accounting principles to allow effective use of understanding of financial reports. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

SECURITY CLEARANCE: Incumbent must be able to obtain and maintain an appropriate level security clearance as a condition of employment.

PHYSICAL EFFORT: Work involves normal office duties.

WORKING CONDITIONS: Most work is performed in an office environment with occasional travel to other ALCs or HQ agencies, etc.

SPECIALIZED EXPERIENCE FOR GS-11 POTENTIAL GS-12: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-09), pay band or equivalent. Specialized experience is descriibed as assisting financial management expert with a variety of complex and unique financial management programs. Assisting in developing plans, procedures and instructions for formulation and executing sophisticated budget/funding programs.

OR EDUCATION SUBSTITUTION GS-11 POTENTIAL GS-12: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

SPECIALIZED EXPERIENCE FOR GS-12: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band or equivalent. Specialized experience is described as extensive knowledge of financial management, acquisition and sustainment concepts, weapon system programs, sustainment requirements and customers requirements and processes to provide adequate and informative solutions to budget and financial execution problems. Position requires a comprehensive knowledge and understanding of governing laws, budgetary regulations and principles and sufficient knowledge of accounting principles to allow effective use of understanding of financial reports.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral for the GS-11 position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge of theories, principles, financial regulations, public law, directives, policies, and processes. Knowledge of how to read and interpret regulations and directions and in turn provides usual directions to team members and SPO personnel. Knowledge of preparation and presentation of clear and concise briefings to all levels of management.

2. Knowledge of personnel management practices used in conjunction with budget and execution of weapon system acquisition and sustainment programs. Skill in analyzing, interpreting, and applying complex legislative policy, and regulatory decisions to develop budgetary plan, policies, and guidance, and to make adjustments to the budget.

3. Incumbent must demonstrate a high degree of leadership in coordinating resources and related program activities for effective budget and execution of assigned programs. A high level of expertise is required to apply the guideline or develop new guidelines and communicate the application of these to the team members or to other Integrated Product Teams (IPTs).

4. Analyzes and recommends budget and financial management strategies and direction by utilizing a number of analytical techniques and methods in the formulation, presentation and /or execution of multi-year budget forecasts and requests.

5. Gathers and provides substantive recommendations regarding the sequence and distribution of funds relative to substantive national and international program and the implementation of major weapon systems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
