Work Schedule: Full-time, Monday - Friday

The incumbent of this position serves as a Financial Specialist within the Program Management Office (PMO), Program and Information Management Division, Office of Chief Financial Officer (OCFO), Natural Resources Conservation Service (NRCS), United States Department of Agriculture (USDA).

The performs a variety of duties and assignments involving program and operational planning, liaison, coordination, evaluation, and special projects support and management for the Agency's financial management, budget, and accounting programs and services.

Background Investigation: To ensure the accomplishment of its mission, the Department of Agriculture requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for Suitability as a condition of placement in this Non-Sensitive level position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

Qualifications

Time-in-Grade Requirements: Merit promotion applicants having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-07 is required to be eligible for the GS-09; One year at the GS-09 is required to be eligible for the GS-11. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

Minimum Qualifications

GS-09

Specialized Experience: You must have one year of specialized experience equivalent to the GS-07 level in the federal service that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: providing assistance and technical direction in planning, coordinating, and managing budget and financial management (BFM) programs and services for an organization;

coordinating work with other offices to assist in BFM strategic planning, program evaluation, coordination of emerging initiates, program and operation analysis and reporting functions;

providing assistance and support to the Program Management Office (PMO) Chief in establishing project teams and evaluating, implementing, and managing special projects or issues involving BFM programs and service;

participating in budget and resource planning and allocations for the Office of Chief financial Officer (OCFO) as assigned; and

providing assistance in developing strategies for crisis management plans and activities for BFM programs and continuity of BFM operations plan. Note: Must be reflected in resume

OR

Education: You must have a Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in finance, business, accounting, or other directly related field. (Note: Must submit transcripts)

OR

Combination: You must have an appropriate combination of successfully completed graduate education and experience. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess of one full year (18 hours) may be used to qualify. (Note: Must submit transcripts)

Examples of specialized experience include: providing specialized advisory services and serving as a technical resource in planning, coordinating, and managing budget and financial management (BFM) programs and services for an organization;

coordinating work with other offices to assist in BFM strategic planning, program evaluation, coordination of emerging initiates, program and operation analysis and reporting functions;

supporting the Program Management Office (PMO) Chief in establishing project teams and evaluating, implementing, and managing special projects or issues involving BFM programs and service;

coordinating the planning and execution of the organization unit budget and subordinate organizational budgets;

participating in budget and resource planning and allocations for the Office of Chief financial Officer (OCFO) in collaboration with leadership; and

developing strategies for crisis management plans and activities for BFM programs and continuity of BFM operations plan.Note: Must be reflected in resume

Education: You must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in finance, business, accounting, or other directly related field. (Note: Must submit transcripts)

OR
