REHABILITATION SERVICE SUPERVISOR

This role is responsible for managing the daily activities of staff engaged in a wide range of programs. Supervision of the Case Management responsibilities include ensuring compliance with RSA policies and procedures; monitoring timely case management decisions; analyzing, interpreting and applying legal/procedural issues; Setup, coordinating and analyzing reports to manage data on client records; Carrying caseloads for vacant positions when necessary, in addition to regular duties.
Fiscal Responsibilities include interpreting and applying AZ Procurement policy and fiscal management procedures; Setup, coordinating and monitoring the payment and record keeping involved in financial transactions; Setup coordinating and analyzing reports to manage data on financial transactions; Reconciling budgets; Re-allocating unused funds to different programs; Coordinating and overseeing multiple budgets over multiple programs; Coordinating, managing and distributing multiple funding sources over and within multiple programs; Auditing case service expenditures for federal reporting.
The Rehabilitation Services Unit Supervisor is responsible for monitoring customer satisfaction and quality control; analyzing disputes, mediating informal client appeals; acts as liaison to client assistance programs; testifies in administrative reviews of fair hearings, if necessary; assures that safety and accessibility standards are met. The Rehabilitation Services Unit Supervisor participates in and contributes ideas and knowledge to special work groups such as the Statewide Behavioral Health meetings, Workforce Investment boards etc.; Markets RSA programs by speaking at public meetings, provides outreach and Information to community employers including doctors, clinics and social services; participates in award programs and activities to recognize customer achievement and to publicize the RSA.
The Rehabilitation Services Unit Supervisor is responsible for coordinating and evaluating Cooperative 3rd Party Agreements with entities such as school districts, Tribal governments, City/municipality initiative such as Clear Path; developing and negotiating Memoranda of Understandings with programs of the Workforce Investment Act and the Mandated One-Stop Centers.
The Rehabilitation Services Unit Supervisor is responsible for assisting with the development, coordination and implementation of new and ongoing service contracts, monitoring service contracts to ensure compliance; mediating, analyzing and problem-solving problems or disputes with contractors. The Unit Supervisor Is also responsible for recruiting, training and supervising medial/psychological consultants. Insert a brief job summary of the position being announced.
Supervision of Case Mgmt. responsibilities include ensuring compliance with RSA policies and procedures: monitoring timely case mgmt. decisions; analyzing, interpreting & applying legal/procedural issues. Conducts case reviews, analyzes reports to manage client records. Carry caseloads for vacant positions when necessary.
RSA Unit Sup. is responsible for recruiting, interviewing & hiring new employees; evaluating performance of staff; provide training on Federal/DES/RSA Policies & Initiatives; oversee multiple work schedules & reassign duties when necessary; provide information regarding counseling techniques, marketing/community relationships, adaptive technology, community resources. Assists in employee professional development educational plans.
Evaluates employee performance, coordinates leave schedules, and administers disciplinary action when necessary. Coordinates the processing of various leave programs such as FMLA and DAL; coordinates requests/accommodation employees under the ADA Act. Assures compliance of staff with all DES policies and procedures.

Attends and participates in statewide/regional mgmt. mtgs. Conducts regular staff meeting for their office(s). Contributes ideas/knowledge to special work groups such as the Statewide Behavioral Health mtg and Workforce Investment boards, TSW Programs, VA, Native American 121 programs, etc.
Provides vendor services, including recruiting new vendors, training vendors in RSA policy and procedures, and assessing quality of services delivery, Reviews vendor reports and provides feedback to staff and / or vendors.

Knowledge of computer access technology and assistive aids and devices

Performing medical/psychological vocational data analysis; evaluating, interpreting and observing

Evaluate and manage cases; establish and maintain effective working relationships
Prioritize, assign and review work; effective utilization of resources; resolve issues; provide information to customers, providers, community organizations and agencies
Ability to analyze and interpret complex medical and psychological reports
Bachelor’s degree in a related Human Services related field.
Two years supervisory experience in a human services field.
The ideal candidate will possess a Master’s Degree in Counseling or related and possess a Certification in Rehabilitation Counseling, (CRC).
Certified Rehabilitation Counselor (CRC) established by the Commission on Rehabilitation Counselor Certification (CRCC) within 6 years of employment as an Int. Vocational Rehabilitation Counselor
Applicants for this position will be required to apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets the DES requirements for a Level One card.
Valid Arizona driver’s license is required. Must be able to maintain a driving record in accordance with Department policy. In-state travel is required. This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
