Responsibilities

The Graduate Healthcare Administration Training Program (GHATP) is a 12-month experience under the preceptorship of the Medical Center Director. The GHATP will receive direction and guidance relating to the analysis of all areas of management including planning, organizing, implementing, coordination, controlling, evaluating, educating and improving medical, administrative and support operations of the healthcare system geared to the successful accomplishment of the VA mission. He/she will learn how the development of policies and departmental program goals and objectives relate to the VA mission. The incumbent will become thoroughly acquainted with the Quality Assurance Program, JCAHO Accreditation, Current Procedural Terminology (CPT), International Classification of Diseases (ICD-9-CM) and internal review activities, such as surveys and audits. The incumbent will attend budget review meetings, committee meetings and report how decisions made during those meetings impact operations. He/she will use technical skills and scientific methodologies to resolve critical programmatic, organizational and functional problems. He/she will participate in in-classroom training courses and seminars both within and outside the VA System.

Under instruction of other staff, the incumbent will learn how to use VSSC and VERA data to develop health planning strategies and assess priorities relative to the mission of the VA, the Network, and the Medical Center. The incumbent will become thoroughly acquainted with the VERA and Network allocation process. He/she will learn how to draw from previous education and experiences in health care management to develop long- and short-range plans for the System. The incumbent will make on-site visits and observe studies relating to the planning problems and opportunities present at the Network and other VA facilities. He/she will learn the intricacies in establishing and implementing fully developed comprehensive project plans.

Upon successful completion of the training program, Recent Graduates are eligible for non-competitive conversion to a permanent or term appointment into a position within the VA health care system. Preceptors work with Recent Graduates to find a position that best fits their skills, needs, and circumstances. To be eligible for conversion to a permanent or term position, Recent Graduates must:

Successfully complete at least 1-year of continuous service in addition to all requirements of the Program.

Demonstrate successful job performance.

Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted to.

Will be converted to the same Grade of GS-9, with the potential for a non-competitive placement at a GS-11.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2018.

To be eligible for an appointment under the Recent Graduate Program you must meet the following requirements: You must be a recent graduate (or will obtain required degree by June 8, 2018) who has completed, within the previous two years a qualifying masters or equivalent degree. Veterans (as defined in 5 USC 2108) who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above have a full 2-year period of eligibility upon their release or discharge from active duty; however, this eligibility period cannot extend beyond 6 years from the date of completion of the requirements of an academic course of study.

Graduate Education:

Candidates MUST possess a master's degree in a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration that is recognized by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Preferred candidates will possess a degree from a program approved by the Commission on Accreditation of Healthcare Management Education (CAHME), the Council on Education for Public Health (CEPH), the Association of University Programs in Health Administration (AUPHA), the Association to Advance Collegiate Schools of Business (AACSB), or the Association of Collegiate Business Schools and Programs (ACBSP).
